DECISION <br /> Based upon the preceding Findings of Fact and Conclusions and testimony and <br /> evidence submitted at the public hearing, it is hereby ordered a preliminary plat for an4'. <br /> 82 dwelling unit lot subdivision on property at 7828 and 7910 Broadway Avenue, <br /> Everett, Washington, is approved subject to conditions as listed below. In addition, as <br /> part of the unit lot subdivision approval, deviations from certain Everett Zoning Code <br /> standards are granted. These include: maximum height limit for a number of units; a <br /> , _aininq wall up to ten feet along the portions of the north and south lot lines and the <br /> southeast corner of the lot; a six-foot high fence within the 20-foot front setback along <br /> Broadway Avenue; street trees placed within the City right-of-way along Broadway <br /> Avenue rather than within the front setback area; a reduction of the landscape strip <br /> along the west lot line from 15 feet to 10 feet; and relief from the maximum distance of `s <br /> 30 feet between street trees along the access drives. <br /> Approval is granted subject to the conditions listed below: <br /> 1. The lot design/configuration for the Alpine Heights plat/subdivsion shall be as <br /> shown on the preliminary plat map (exhibit 4). Any changes in lot <br /> design/configuration will require approval by the Planning and Public Works <br /> Departments. <br /> 2. All building elevations shall be constructed as submitted in the plans provided to <br /> the City. All changes in elevation design require approval by the Planning <br /> Department. The height of the buildings along the west lot line must not exceed <br /> 30 feet in height or the height of the dwelling units directly to the east of these <br /> units. <br /> 3. A traffic mitigation fee of$2,093 per unit (or$171 626 in total) is required at time <br /> of recording the final subdivision map, if approved prior to January 1, 2016. After of <br /> January 1, 2016, the mitigation fee may increase. <br /> 4. Frontage improvements, as directed by the City Traffic Engineer, shall be made <br /> along Broadway Avenue. <br /> 5. All driveways to private garages shall be 20 feet in length measured from the <br /> face of garage door to the back of walkway or edge of road. - <br /> 6. The on-site water and sewer mains shall be public systems constructed to City <br /> standards and placed within City standard easements. The public water main <br /> system must be looped throughout the project, <br /> 7. All stormwater of the plat shall be managed in accordance with the City of <br /> Everett's 2010 Stormwater Management Manual. <br /> 3 � <br />
