Budget Sources <br /> 2013 CDBG Entitlement(estimated) $732,110.00 <br /> 2013 HOME funds (estimated) $289,003.00 <br /> 2013 Housing Trust 2060 Funds $135,505.73 <br /> CDBG Reallocations <br /> 2012 CHIP Administration& Loans $100,000.00 <br /> 2008 Consolidated Plan Update $4,457.00 <br /> Housing Trust 2060 Funds Reallocations <br /> Everett Gospel Mission $6,855.58 <br /> Friends of Youth $8,500.00 <br /> Total Budget Sources $1,276,431.31 <br /> 2. If the Department of Housing and Urban Development reduces or increases this allocation, each item <br /> will be reduced or increased an equal percentage, including the Community Housing Improvement <br /> Program and Community Development Block Grant Administration. If a reduction is large enough to <br /> cause a burden, as determined by the staff, a new budget will be returned to the City Council for <br /> review and approval. <br /> 3. The Mayor is hereby authorized to make formal application to the U.S. Department of Housing and <br /> Urban Development for funding assistance in accordance with this Resolution and the requirements of <br /> such application. <br /> 4. This Resolution will become part of the formal application to the U.S. Department of Housing and <br /> Urban Development and to the State of Washington. <br /> 5. All payments and income from the Housing Rehabilitation Program (Fund 197) will be used for CHIP <br /> housing rehabilitation and administrative purposes. This is estimated at $300,000.00 for 2013. <br /> 6. All payments and income from the Homesight and Parkview Services down payment assistance <br /> programs will be used for down payment assistance. This is estimated at $30,000.00 for 2013. <br /> 7. Capital projects such as recreation and park facilities, club facilities, health care facilities and similar <br /> facilities using Community Development Block Grant funds are required to match funds at a minimum <br /> of a 50/50 match. <br /> 8. Housing and capital projects funded with Community Development Block Grant, HOME, and Housing <br /> Trust (2060) funds will be loans with terms and conditions brought back in contract form for City <br /> Council approval unless there is other direction given in this resolution. This does not include loans <br /> approved by the Community Housing Improvement Program Loan Review Committee. The loans for <br /> the housing projects will be paid back to the City of Everett. For rehabilitation projects using Rental <br /> Rehabilitation funds there is a minimum of a 50/50 match for these funds now and in the future <br /> 9. For all Public Service Funding programs, Interfaith Association Operations, Cocoon House operations , <br /> Domestic Violence Services operations, Commerce Building Improvements, and Minor Home Repair <br /> approved in this resolution,the Mayor is authorized to execute the contracts and necessary documents <br /> to implement the approved projects <br /> 10. The required application forms and information are to be sent to the U.S. Department of Housing and <br /> Urban Development to complete all application requirements and the Mayor is authorized to sign and <br /> provide the needed documents. <br /> 11. The 2013 Annual Action Plan is hereby approved to be submitted to the U.S. Department of Housing <br /> and Urban Development and to complete all application submittal requirements. <br />
