I believe the current moratorium on clinics in the current B-3 zone, and all four <br /> of the options presented by City Administration under the proposed comprehensive plan, are all <br /> misguided. I urge you to follow the planning commission's recommendation and remove all <br /> restrictions on locations of clinics and social services. <br /> I own the building with the address of 2808 Hoyt Avenue, which I purchased in March, 2018 <br /> after I signed a lease with Ideal Option, PLLC, a provider of drug addiction recovery services. <br /> Ideal Option submitted written comments to the Council dated August 1, 2018, outlining its view <br /> that their business at my 2808 Hoyt Avenue location should be considered grandfathered, vested, <br /> or otherwise exempt from any clinic location restrictions,that the restrictions violate the <br /> Americans with Disabilities Act and the Rehabilitation Act, and explaining the safety and <br /> success of their operation. I wholeheartedly agree with its comments and support its position. I <br /> write separately to emphasize the following considerations. <br /> I made the significant purchase of property in downtown Everett because I felt it was a good <br /> investment. I purchased the property with the idea that I would redevelop it in the future, in line <br /> with the proposed Metro Subarea Comprehensive Plan goals of a more diverse, active and <br /> visually appealing downtown. Until I can afford such redevelopment,my business plan is to <br /> lease space to Ideal Option,which is a business model I have adopted in other locations. They <br />
