AVemilm <br /> RESOLUTION NO. 6621 <br /> A RESOLUTION of the City of Everett in strong support of a <br /> 2013 transportation investment package <br /> WHEREAS, Washington is the nation's most trade-dependent state, and a <br /> healthy transportation system is critical to our statewide, regional and local economies; <br /> and <br /> WHEREAS, an efficient transportation system also affects our social well-being, <br /> health, and quality of life; and <br /> WHEREAS, due to a backlog of maintenance and preservation needs, our <br /> transportation system is in disrepair; and <br /> WHEREAS, projections indicate that without any new investments, more than <br /> half the pavement on our state roads and highways will be in 'poor' condition by 2023; <br /> and <br /> WHEREAS, failing bridges, deteriorating roads, congested highway corridors, <br /> and interchange gridlock undermine the mobility of vehicles, buses, and freight-carriers <br /> to transport people and goods; and <br /> WHEREAS, in its 2012 report, the Connecting Washington Task Force identified <br /> $50 billion in unfunded transportation needs and recommended an investment of$21 <br /> billion in state funding during the next 10 years for maintenance, preservation, and <br /> strategic investments; and <br /> WHEREAS, investment in the maintenance and upgrade of our transportation <br /> system is a positive step the Washington State Legislature can take to create <br /> construction jobs, improve freight mobility, relieve our ports and stimulate new job <br /> generation in key industry sectors such as aerospace, health care, and high tech; and <br /> WHEREAS, through SHB 1954, SHB 1955, and related bills, the 2013 <br /> Washington State Legislature is considering a 12-year, $9.5 billion package of <br /> transportation infrastructure investments; and <br /> WHEREAS, this package provides funding for key highway corridor projects <br /> throughout the state, including the Everett to Marysville northbound 1-5 peak-hour <br /> `running shoulders'; a half-interchange at Hardeson Road and SR-526; and the 41St <br /> StreetM/. Marine View Dr. freight corridor; and <br /> WHEREAS, the transportation package provides a direct gas tax distribution that <br /> will provide new funding for the City of Everett each year; and <br />
