August 15, 2018 <br /> City Attorney Iles responded that the Legal Department will verify with State <br /> law and report back to the Council. <br /> Victor Harris, Everett, asked about a timeline for an application process and <br /> a grandfathering provision. <br /> Susy Haugen stated that applications can be submitted as early as 18 <br /> months in advance. <br /> Discussion about administrative procedures took place. <br /> Public Hearing on city-wide off-street parking regulations and zoning <br /> boundary changes in the Metro Everett Plan. <br /> Presented David Stalheim, Planning; and Nick Harper, <br /> Administration <br /> Council members expressed concern regarding negative impact on <br /> property values and requested information be provided to Council regarding <br /> downzoned properties. <br /> David Stalheim stated the Planning Department will provide additional <br /> information. <br /> Discussion took place regarding protection of property owners' rights, <br /> proposed boundary changes and off-street parking regulations, and transit <br /> services. <br /> Council Member Tuohy requested the parking study timeline be provided to <br /> the Council. <br /> Nick Harper, Administration, stated an update will be provided. <br /> Greg Benson, Everett, expressed concern regarding the parking situation <br /> in the area around Norton and Grand Avenues. He also spoke about <br /> historical values of properties. <br /> Patrick Hall, Everett, provided suggestions regarding changes in <br /> transportation options and parking enforcement efforts. <br /> 254 <br />
