FINDINGS OF FACT 1. Joyce E. Redmond, Respondent, was the owner of record of property at 212 76th Place SW, Everett, Washington (property). Ms. Redmond died in mid year of 2012. The property is in an R-1 Single family detached, low density zone, as established by the City of Everett. On August 10, 2012, the City of Everett Code Enforcement(ECE) unit received a complaint from the City of Everett Police Patrol Division that a structure on the property was vacant and unsecured. During the late hours of August 9, 2012 or early morning hours of August 10, 2012, an arson fire had occurred in the structure on the property and a large pile of burned debris was left in the front yard. On August 10, 2012, ECE Officer Fagerstrom conducted a site inspection of the property and observed and photographed household debris, furniture, automotive parts, construction debris, bagged garbage, inoperable vehicles and overgrown vegetation scattered on the property. A work crew, on site cleaning up, invited ECE Officer Fagerstrom inside the house. He observed and photographed the unsafe and hazardous condition of the interior of the house and he posted a condemnation notice on the structure.
