Joyce E. Redmond, Respondent, was the owner of record of property at 212 76th <br /> Place SW, Everett, Washington (property). Ms. Redmond died in mid year of 2012. <br /> The property is in an R-1 Single family detached, low density zone, as established <br /> by the City of Everett. On August 10, 2012, the City of Everett Code Enforcement(ECE) unit received a <br /> complaint from the City of Everett Police Patrol Division that a structure on the <br /> property was vacant and unsecured. During the late hours of August 9, 2012 or <br /> early morning hours of August 10, 2012, an arson fire had occurred in the structure <br /> on the property and a large pile of burned debris was left in the front yard. On August 10, 2012, ECE Officer Fagerstrom conducted a site inspection of the <br /> property and observed and photographed household debris, furniture, automotive <br /> parts, construction debris, bagged garbage, inoperable vehicles and overgrown <br /> vegetation scattered on the property. A work crew, on site cleaning up, invited ECE <br /> Officer Fagerstrom inside the house. He observed and photographed the unsafe <br /> and hazardous condition of the interior of the house and he posted a condemnation <br /> notice on the structure.
