Excluding general-law enforcement or emergency services,the City Clerk <br /> shall charge for the cost of the city personnel providin�ol publiservicesc <br /> safety, security,facility <br /> for the specific <br /> special event including,without limitation,traffic control, equipment <br /> r <br /> or street, and clean up and repair services,involved in the special for the cost of using <br /> q p <br /> property, and any other similar exp <br /> B. Where feasible,the fees and costs shall be estimated in writing by the City <br /> Clerk to the applicant prior to the issuance of the special event permit. The City Clerk <br /> payment of fees and costs,or a reasonable estimate thereof,prior to the <br /> issuance of a special event permit, <br /> shall requireunless the City Clerk for good cause extends time for <br /> payment. <br /> C. Where fees and costs either cannot bnd creasonably <br /> ere incurrted as a result of <br /> prior to the <br /> issuance of the special event permit, or where fees a <br /> the event,they shall be billed as soon as practicable after the event. <br /> D. The fees and costs shall be paid by the applicant to the city within thirty <br /> (30) calendar days from the receipt of the bill for such fees and costs. <br /> a <br /> E. If the applicant fails to comply with payment obligations pursuant to this <br /> ordinance for the current or a past special event,the City Clerk may require the applicant <br /> to deposit adequate surety in the form of cash or bond. <br /> Section 26: Enforcement. <br /> The City Clerk has authority to administer and enforce this ordinance,to <br /> coordinate with other departments necessary <br /> to administer and enforce this ordinance, <br /> and to promulgate rules and regulations that are not inconsistent othf thisis ordinnannce The <br /> Everett Police Department has authority to enforce any provision <br /> including,without limitation,the immediate revocation of the special event permit for <br /> failure to comply with the law or the conditions of the permit, and nothing in this section <br /> shall be construed to abrogate or limit the jurisdiction of the Everett Police Department. <br /> Section 27: Authorized special event vendors. <br /> A.
