Ale • l ORDINANCE NO. 7//—efO AN ORDINANCE amending Ordinance 626-79 as amended by Ordinance 687-80 and authorizing the purchase of eight traffic controllers, and decreasing the special construction fund entitled "Traffic Signal Controllers". 1 2 WHEREAS, City Council authorized the contract purchase of up to 52 3 signal controllers from Signal & Control Systems with purchase bid prices for 4 two years in January 1980; and 5 WHEREAS, existing Moduvac controllers are experiencing increasing 6 trouble calls and maintenance problems; and 7 WHEREAS, these controllers are not scheduled for replacement under 8 our Signal Reconstruction Programs; and 9 WHEREAS, Federal Aid Program 120 (d) provides $65,000 to purchase the 10 solid state controllers that will eliminate the Moduvac failure problems and 11 provide capacity for control of changing traffic patterns; 12 WHEREAS, the controller costs have increased so that the original Federal 13 Aid Program 129 (d) allocation is inadequate to purchase the eight needed controllers; 14 and 15 WHEREAS, the freeze on Federal Aid Programs prevents the City from 16 obtaining additional Federal Aid Program 120 (d) Funds; and 17 WHEREAS, by purchasing controllers and hardware without cabinets the 18 City may obtain the eight needed controllers for $83,000; and 19 WHEREAS, the controllers and equipment can be installed by City forces; 20 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: 21 Section 1: 22 That Sections 3 and 4 of Ordinance 686-80 which reads as follows: 23 Section 3: 24 The City Treasurer of the City of Everett is hereby authorized to negotiate a reasonable rate of interest and issue interest bearing warrants to satisfy 25 interim construction costs not to exceed $115,000. These interest bearing warrants shall be redeemed by the Treasurer as soon as reimbursement 26 or long term bond financing monies, as described elsewhere in this Ordinance, are received. 27 28 Section 4: 29 The sum of $115,000 be appropriated to Fund No. 335 "Traffic Signal Controllers" in the following manner: 30 31 32 -1-
