Ale • <br /> l <br /> ORDINANCE NO. 7//—efO <br /> AN ORDINANCE amending Ordinance 626-79 as amended <br /> by Ordinance 687-80 and authorizing the purchase of eight <br /> traffic controllers, and decreasing the special construction <br /> fund entitled "Traffic Signal Controllers". <br /> 1 <br /> 2 WHEREAS, City Council authorized the contract purchase of up to 52 <br /> 3 signal controllers from Signal & Control Systems with purchase bid prices for <br /> 4 two years in January 1980; and <br /> 5 WHEREAS, existing Moduvac controllers are experiencing increasing <br /> 6 trouble calls and maintenance problems; and <br /> 7 WHEREAS, these controllers are not scheduled for replacement under <br /> 8 our Signal Reconstruction Programs; and <br /> 9 WHEREAS, Federal Aid Program 120 (d) provides $65,000 to purchase the <br /> 10 solid state controllers that will eliminate the Moduvac failure problems and <br /> 11 provide capacity for control of changing traffic patterns; <br /> 12 WHEREAS, the controller costs have increased so that the original Federal <br /> 13 Aid Program 129 (d) allocation is inadequate to purchase the eight needed controllers; <br /> 14 and <br /> 15 WHEREAS, the freeze on Federal Aid Programs prevents the City from <br /> 16 obtaining additional Federal Aid Program 120 (d) Funds; and <br /> 17 WHEREAS, by purchasing controllers and hardware without cabinets the <br /> 18 City may obtain the eight needed controllers for $83,000; and <br /> 19 WHEREAS, the controllers and equipment can be installed by City forces; <br /> 20 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 21 Section 1: <br /> 22 That Sections 3 and 4 of Ordinance 686-80 which reads as follows: <br /> 23 Section 3: <br /> 24 The City Treasurer of the City of Everett is hereby authorized to negotiate <br /> a reasonable rate of interest and issue interest bearing warrants to satisfy <br /> 25 interim construction costs not to exceed $115,000. These interest bearing <br /> warrants shall be redeemed by the Treasurer as soon as reimbursement <br /> 26 or long term bond financing monies, as described elsewhere in this Ordinance, <br /> are received. <br /> 27 <br /> 28 Section 4: <br /> 29 The sum of $115,000 be appropriated to Fund No. 335 "Traffic Signal <br /> Controllers" in the following manner: <br /> 30 <br /> 31 <br /> 32 <br /> -1- <br />
