Budget Note: Transportation impact fees go to improve the capacity of the city's transportation system. In many <br /> cases, this reduction could be obtained by development if they provided the studies to demonstrate reduced <br /> traffic. <br /> b) Impact Fee Deferral. The Metro Everett Plan recommends financial incentives that would allow payment of impact fees <br /> to be deferred for high-density (7 or more stories) of mixed-use development. The program could be modeled on <br /> the single-family impact fee deferral program. See EMC 18.36, 18.40 and 18.44. <br /> Budget Note: Fees would still be collected, but their point of collection is moved back to occupancy of the <br /> structure, sale of the property, or 18 months after permit issuance, whichever occurs first. The revenue loss <br /> would amount to any interest gained during that 18 month period. <br /> Tell Everett's Story <br /> Market and create a "buzz" about what is happening in Everett: <br /> • the new Metro Everett Plan; <br /> • new development and private investment that is changing Everett; <br /> • the development incentives available; <br /> • the support from the Mayor and Council; <br /> • the public investment that has been made or is scheduled; <br /> • the opportunities for development; <br /> • and most importantly, tell your compelling story and vision for development. <br /> Don't be shy about the support for development and the commitment to Everett's vision. Developers want to develop in <br /> locations they are welcomed and can readily observe the local government wanting to be a partner in a development that is <br /> larger than a single development. <br /> Develop marketing materials that adequately describe Everett's vision in both words and images. <br /> Appendix A,Implementation 5 August 29,2018 <br />
