New V,E • <br /> + e"�' "ter <br /> construction contributes to the vibrant character with innovative, high quality �.: <br /> design and materials. w • <br /> .r. <br /> The Land Use chapter provides the framework to guide the distribution, type ands " <br /> intensity of various uses of land within Metro Everett. <br /> The policies, actions and maps in this chapter set the basic requirements for land 4'1 E.'` '� <br /> development regulations, such as zoning, heights, and parking requirements. Figure I:Beer Fest on Hoyt Avenue in Downtown <br /> Other chapters, such as Urban Design, Historic Resources and Transportation, <br /> provide additional direction to requirements or incentives to implement the vision for Metro Everett. <br /> Code Streamlining <br /> The regulatory environment for development has become more complex over the years. Rules are written to encourage <br /> development the community desires, or traits the community wants to protect. Too often, new rules are adopted without <br /> addressing overlaps and conflicts. <br /> Everett's development code faces these challenges. Rather than one or two <br /> business zones, Metro Everett includes seven different commercial zones. There <br /> are four multi-family zones. ///I i11/II// 1\\1\ <br /> The land use chapter envisions a new approach that relies less on zoning/land use <br /> boundaries, and more on quality urban design and streetscapes to achieve the <br /> vision.
