Consistent with the Vision 2040 Regional Growth Strategy,the area identified on Figure 2 is considered <br /> the regionally designated Everett growth center/ Metropolitan Center.This area comprises areas in <br /> which the City has previously developed the Everett Station Arca Plan (2005), Downtown Plan (2006), <br /> Broadway Mixed Use Zone (2008) and the Core Residential Area Standards(2008) Metro Everett Plan <br /> (2018).The City will complete a subarea plan for the center after the 2015 update of the Comprehensive <br /> Plan. The Center Metro Everett Plan v4I- addresses population, housing and employment targets, <br /> policies and potential land use regulations for the area, as well as all other relevant items consistent <br /> with the PSRC Regional Center Plans Checklist. It will be incorporated into the Comprehensive Plan in a <br /> future docket cycle. Until the center plan is completed after 2015,the planning documents identified <br /> above will guide development in the area.The City will consider completing up front State <br /> Environmental Policy Act(SEPA) review for the expanded Metropolitan Center to encourage compact, <br /> high density development. Footnote 1 The Planned Action provisions of SEPA result in expedited review <br /> at the project state when the City completes a Subarea Plan and Environmental Impact Statement <br /> addressing the impacts of future development <br /> The Metro Everett Metropolitan Center area is expected to experience significant growth and <br /> redevelopment. Although the Center area has been called out as a land use designation under the <br /> commercial land use policies, it is and will continue to be a mixed-use district. The Metropolitan Center <br /> Everett-policies encourage (i) redevelopment with a wide variety of office, governmental, retail, <br /> professional service, and residential uses; (ii) a vibrant, people-oriented, compact and walkable setting; <br /> (iii) an emphasis on increasing the residential composition of the center and (iv) improving the public <br /> transportation system serving the center. As an interim measure before the adoption of the subarea <br /> with the adoption of the comprehensive plan update,to add multi family housing as a permitted use, <br /> and to incr ase the permitted building height from 65 feet to 80 feet to encourage transit oriented <br /> redevelopment. Until the City adopts the Center plan,the following policies and existing zoning <br /> decisions for the arca. <br /> V. LAND USE MAP <br /> D. LAND USE DESIGNATIONS— LOCATIONAL CRITERIA <br /> The land use categories described herein have been designated on the Land Use Map. The following <br /> criteria have been used in applying the various land use designations on the Land Use Map. These <br /> criteria shall be used in evaluating future changes to land use designations, in concert with the criteria <br /> contained in Section R.3 for Amending the Land Use Map, and the land use policies contained in Section <br /> 0. <br /> 4. High Density Multiple Family Residential. ("1.7" and "1.8" on the Land Use Map.) This designation is <br /> applied to residentially zoned areas within and surrounding the Central Busine District, Metro Everett <br /> area, near transit stations and transit corridors. ... 10.
