EXHIBIT A-1
. an & ASSOCIATES INC.
GEOTECHNICAL ENGINEERING • ENVIRONMENTAL ENGINEERING
CONSTRUCTION TESTING & INSPECTION
August 16,2018 Proposal No.G18689WAL
Page 1
City of Everett
3200 Cedar Street
Everett,WA 98201
Attn: Mr.Richard Hefti,PE
Reference: Proposal for Geotechnical Engineering Investigation
UP No. 3698,Water Main Replacement"U"
Everett,WA
Dear Mr.Hefti:
We are pleased to present our scope of work and cost estimate to conduct a geotechnical engineering
investigation for the Water Main Replacement "U" project. This proposal has been developed based on
the information that was provided in your email dated July 31, 2018. The email included a Geotechnical
Engineering Scope of Work (Exhibit A-1) and maps showing the approximate locations of the planned
water main alignments (Figures 1 &2). We also based this proposal on a review of available topographic
and geologic maps of the site area, aerial photographs of the site areas,as well as experience with projects
of similar size and scope. Exhibit A-1 also included descriptions of the new water main alignment
locations as summarized in the following table:
Street From To Prop.Dia.
5th Street Legion Golf Course Legion Drive 12-inch
Waverly Avenue 5'h Street South of 8th St. 12-inch
Baker Avenue 15th Street 21' Street 8-inch
It is our current understanding that the new water main will include approximately 2,740 lineal feet of 12-
inch diameter ductile iron water pipe, and approximately 2,900 lineal feet of 8-inch diameter ductile iron
water pipe. The water main will be installed with 36 to 48 inches of cover using standard trench
excavation techniques. The project will also include removal or abandonment of valves, fire hydrants,
water service lines and installation of new water meter boxes and setters, related appurtenances and
surface restoration. The water main lines will be located within City of Everett Right-Of-Way (ROW)
and easements.
We understand that the work in 5th Street and Waverly Avenue is located within the "Community
Protection Measures Boundary" having high concentrations of arsenic, lead and cadmium from an old
smelting facility located east of this area. The smelting facility was abandoned in the early 1900's. The
City will need to collect samples from the borings to analyze for arsenic, lead and cadmium. The City
will provide a person to collect the samples during the drilling operations. The City will also do the
testing. The exploration program schedule will need to be coordinated to provide the City with at least
three business days' notice before beginning drilling operations.
Offices Serving The Western United States
4303—1986 Street SW•Lynnwood,Washington 98036•(425)485-5519•Fax(425)485-6837
