r <br /> 1 ORDINANCE NO. 7/ 14 <br /> 2 <br /> AN ORDINANCE establishing sewer utility development fees related to <br /> 3 land subdivision in the City of Everett. <br /> 4 <br /> 5 WHEREAS, the City Council of the City of Everett has for some time requested <br /> 6 and received sewer utility development fees from land developers seeking approval of <br /> 7 large plats and subdivisions in the City of Everett; and <br /> 8 WHEREAS, said sewer utility development fees have been charged and should be <br /> 9 charged in the future in order to reduce the impact of additional sewage loads on the <br /> 10 City of Everett sewage collection transmission and treatment system by providing funds <br /> 11 for the reconstruction and improvement of said sewer system; and <br /> 12 WHEREAS, the City Council finds that all major subdivisions and short <br /> 13 subdivisions of land in the City of Everett have an impact on the sewer system which <br /> 14 should be lessened by a sewer utility development fee to be used for reconstruction and <br /> improvement of the sewer system; and <br /> 15 <br /> 16 WHEREAS, after public hearings and due deliberations, the City Council finds <br /> that the sewer utility development fees imposed in this ordinance reasonably and <br /> 17 <br /> equitably relate to the cost of reconstruction and improvement of sewer facilities <br /> 18 <br /> necessary to service the additional dwelling units which may be constructed on <br /> 19 <br /> subdivided land; <br /> 20 <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 21 <br /> Section 1: The Mayor or the Mayor's designated official, or other officials <br /> 22 <br /> responsible for reviewing and approving all plats or subdivision or short subdivisions <br /> 23 <br /> shall, as part of the approval of each plat or subdivision or short subdivision, consider <br /> 24 <br /> the cost of additional sewer facilities necessary to service the additional dwelling or <br /> 25 <br /> commercial units which may be created on the additional building lots created by the <br /> 26 <br /> subdivision or short subdivision. Said reviewing official(s) shall establish a sewer <br /> 27 <br /> development fee for each additional lot created based on the zoning and the estimated <br /> 28 <br /> cost of additional sewer facilities to service, or in lieu of estimates, the said official(s) <br /> 29 <br /> may establish sewer utility development fees for each lot in accordance with the <br /> 30 <br /> following schedule: <br /> 31 <br /> 32 <br />
