• <br /> 1 ORDINANCE NO. } <br /> 2 <br /> AN ORDINANCE establishing standards and financing for water <br /> 3 distribution systems and amending Ordinance No. 4085, Section 5 (EMC <br /> 14.16.050). <br /> 4 <br /> 5 <br /> 6 THE CITY OF EVERETT DOES ORDAIN: <br /> 7 Section 1: Ordinance No. 4085, Section 5, also referred to as EMC 14.16.050, <br /> 8 which reads as follows: <br /> 9 <br /> A. This section shall govern the methods of financing distribution <br /> 10 system improvements, renewals and extensions, and specifying <br /> standards for certain sizes and types of materials for use by and in <br /> 11 the city water system. <br /> 12 B. All new distribution system mains shall be suitably lined cast iron <br /> pipe, the pipe conforming to the appropriate American Water <br /> 13 Works Association standard for cast iron pipe as determined by the <br /> superintendent. <br /> 14 <br /> C. The term "lateral line" or "lateral" is used herein to designate a <br /> 15 disbrution system pipeline which includes fire hydrants and service <br /> connections to adjacent property. The standard minimum size of <br /> 16 lateral lines shall be six inches in diameter unless otherwise <br /> determined by the water superintendent. The location of all new <br /> 17 lines shall be determined by the superintendent. <br /> 18 D. All new lateral lines shall be paid for by local improvement district <br /> assessments or cash payments. The property benefited by <br /> 19 installation of such laterals shall pay all costs including all <br /> appurtenances required for a complete installation, such as valves, <br /> 20 fittings, fire hydrants and lateral line extensions to grid the system <br /> and thereby eliminate dead ends. <br /> 21 <br /> E. All system improvement lines shall be paid from water system <br /> 22 funds as hereinafter set forth; provided however, the financial <br /> participation of the water system in any local improvement district <br /> 23 shall be determined exclusively by the terms of the ordinances <br /> establishing the local improvement district. The term "system <br /> 24 improvement line" as used herein shall designate those feeder lines <br /> constructed for the purpose of improving the distribution system as <br /> 25 a whole or in part. <br /> 26 F. To the property benefited there shall be charged the cost of <br /> installing a water line including fire hydrants and appurtenances. If <br /> 27 the water line is a system improvement line, the water system shall <br /> bear all costs in excess of the original design that is adequate for <br /> 28 property benefited based on the water system's anticipated use of <br /> the property at the time of the installation. Industrial <br /> 29 developments which require large quantities of water shall be <br /> required to bear the cost of any necessary expansion of water lines <br /> 30 to serve their needs. <br /> 31 <br /> 32 <br />
