041.7 <br /> • <br /> 1 E. All system improvement lines shall be paid from water system <br /> funds as hereinafter set forth; provided however, the financial <br /> 2 participation of the water system in any local improvement district <br /> shall be determined exclusively by the terms of the ordinances <br /> 3 establishing the local improvement district. The term "system <br /> improvement line" as used herein shall designate those feeder lines <br /> 4 constructed for the purpose of improving the distribution system as <br /> a whole or in part. <br /> 5 <br /> F. To the property benefited there shall be charged the cost of <br /> 6 installing a water line including fire hydrants and appurtenances. If <br /> the water line is a system improvement line, the water system shall <br /> 7 bear all costs in excess of the original design that is adequate for <br /> property benefited based on the water system's anticipated use of <br /> 8 the property at the time of the installation. Industrial <br /> developments which require large quantities of water shall be <br /> 9 required to bear the cost of any necessary expansion of water lines <br /> to serve their needs. <br /> 10 <br /> G. The Water Superintendent is authorized to expend water system <br /> 11 funds for renewals of lateral and feeder lines with the same size <br /> pipe; provided that the Water Superintendent shall review past and <br /> 12 future anticipated revenues required to amortize the costs of a <br /> particular renewal, the priority of a particular renewal as <br /> 13 compared to the need for other water distribution system <br /> improvements and renewals, alternative methods of improving, <br /> 14 renewing, or extending the water system in order to provide water <br /> system service to an area requiring distributions system renewal, <br /> 15 and any other matters deemed relevant by the Water <br /> Superintendent. Based on said review, the Water Superintendent <br /> 16 shall determine the timing and extent to which water system funds <br /> shall be committed to any water system renewal or shall determine <br /> 17 that no water system funds shall be expended for a particular <br /> renewal. In the event that the Water Superintendent determines <br /> 18 that no water system funds shall be expended for a particular <br /> renewal, the renewal may be financed by local improvement <br /> 19 district assessments or cash payments from water system <br /> customers. <br /> • <br /> 20 <br /> H. It is recognized that lateral mains of a size less than the standard <br /> 21 minimum six inch diameter have previously been installed or <br /> annexed to the water system. When such an undersized lateral <br /> 22 requires renewal or replacement, it shall be installed in accordance <br /> with the standards set forth herein. Payment for renewal or <br /> 23 replacement of such undersized lines shall be made as follows: <br /> 24 1. Any such line replaced with a pipe four inches in diameter <br /> shall be installed by and at the expense of the water system; <br /> 25 2. Any such line replaced with a pipe six inches or larger in <br /> 26 diameter shall be installed by the water system. The cost <br /> equivalent to a four inch pipe shall be borne by the water <br /> 27 system. The difference in cost between a four inch pipe and <br /> the larger size pipe together with any additional fire <br /> 28 hydrants and appurtenances shall be assessed against and <br /> paid by the property benefited.
