• 1 ORDINANCE NO.; -a 2 3 AN ORDINANCE creating a special construction fund entitled "BOMARC PARK CONSTRUCTION 4 FUND NO. 342"; authorizing the design and construction of improvements as per the negotiated plan 5 and schedule approved by City Council on April 9, 1980 and authorizing the current appropriation of 6 $82,500 and additional funds in future years for these improvements. 7 8 WHEREAS, the City has made commitments to General Services Administration (GSA) in it's agreement for acquisition of the 60-acre park, and 9 WHEREAS, these commitments were to provide recreational facilities for 10 the citizens of Everett, and 11 WHEREAS, the City must complete these facilities within an agreed upon construction schedule, and - 12 WHEREAS, the plan and schedule for these improvements must be accepted 13 by GSA through their agent, the Heritage Recreation and Conservation Service (HRCS) of the Interior Department, 14 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: 15 Section 1: A special construction fund is hereby established as Fund No. 16 342 entitled "BOMARC PARK CONSTRUCTION FUND" for the purposes of renegotiating the agreement of an acceptable plan and schedule with HRCS and 17 pursue the construction of this accepted plan. 18 Section 2: Authorization is hereby given to provide for the design and construction of BOMARC PARK as per the Development Plans Phase "A" Schedule 19 approved by City Council on April 9, 1980 as follows: 20 BOMARC PARK DEVELOPMENT SCHEDULE FOR PHASE A (COST AT 1980 LEVELS) 21 22 STAGE 1. 1980-1981 23 ACCESS ROAD $ 43,200 WATER SERVICE 7,600 24 PARKING FOR 10 CARS 1 ,000 JOGGING TRAIL (connect to existing trail at WE Hall) 1,500 25 CONTINGENCY 10% 5,300 26 $58,600 STAGE 2. 1982-1985 27 28 (BUDGET ASSIGNMENTS TO BOMARC FUND FOR THREE YEARS BEFORE CONSTRUCTION BEGINS) 29 TOILETS & STORAGE BUILDING $ 50,000 ELECTRICAL SERVICE 8,000 30 PICNIC AREAS (1/2 DESIGN SPACES) 2,000 CONTINGENCY 10% 6,000 31 32 $ 66,000
