Q:; /a-(3'O <br /> AN ORDINANCE of the City of Everett, <br /> Washington amending Ordinance No. 514-78 <br /> of the City of Everett, Washington. <br /> WHEREAS, the City of Everett, Washington has a Drainage Ordinance <br /> No. 514-78; and <br /> WHEREAS, regional detention facilities are more cost effective than <br /> on-site detention controls; and <br /> WHEREAS, clearing and logging operations and developing in areas <br /> with greater than 15% slopes also contribute to drainage problems; and <br /> WHEREAS, in Ordinance No. 514-78 the enforcement section did not <br /> allow for abatement; and <br /> WHEREAS, in Ordinance No. 514-78 did not speak to the necessity of <br /> fees to cover the costs of performing the service of processing drainage <br /> plans; <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EVERETT, WASHINGTON, <br /> does ordain the following changes to Ordinance No. 514-78 : <br /> Section 3: Submission of a Drainage Plan, paragraph 1 presently <br /> reads: <br /> Section 3: Submission of a Drainage Plan <br /> (1) All developers applying for any of the following permits and/or <br /> approvals shall submit for approval a drainage plan with their application <br /> and/or request: <br /> (a) Grading permit <br /> (b) Substantial development permit required under RCW 90.58 <br /> (Shoreline Management Act) <br /> (c) Subdivision Approval <br /> (e) Rezones <br /> (f) Special property use permits (Except where there is no change <br /> in developmental coverage. ) <br /> (g) Construction permits where the permit relates to 4000 ft2 or <br /> more of building coverage or 5000 or more square feet of <br /> developmental coverage within the subject property; or all <br /> building permits for development in critical flood drainage <br /> or erosion areas as determined by the City Engineer. <br /> (h) Planned residential development <br /> and shall be amended to read: <br /> Section 3: Submission of a Drainage Plan <br /> (1) All developers performing clearing or logging operations in <br /> excess of 5,000 square feet of area or developing on slopes in excess <br /> of 15% shall submit for approval a drainage plan prior to commencing <br /> work on the site; and, all developers applying for any of the following <br /> permits and/or approvals shall submit for approval a drainage plan with <br /> their application and/or request: <br />
