With regard to that portion of the area reclassified R-S in December of <br /> 2 1978, which is being changed to R-1, this does not constitute a restriction on use but, <br /> 3 rather, an expansion in use. The conditions of the Steep Slope Ordinance and the <br /> 4 drainage agreement with the State of Washington, though, do constitute substantial <br /> 5 change. These substantial changes in condition result not only from the on-site effects <br /> 6 but also, the off-site impacts. Since the higher elevation lots are regulated in <br /> 7 development by the Steep Slope Ordinance, those "uphill" lots will have less impact on <br /> 8 the potential lots in the R-1 zone. Additionally, the R-1 area is a logical extension of <br /> 9 the contiguous R-1 zone because of location and availability for City sewer utility <br /> 10 service. <br /> 11 6. Therefore, for both the zoning reclassification from interim A-1 to <br /> 12 permanent R-S and for the small portion of R-S reclassified R-1, there exists <br /> 13 substantial change in condition since the classifications in December of 1978. <br /> 14 Additionally, it serves the health, safety and general welfare of the citizens of Everett <br /> 15 to permanently classify the A-1 zone to R-S which considers the topography, soils <br /> 16 conditions and lack of available City sewer utility service.
