• <br /> ORDINANCE NO. 6& 6; XL) <br /> AN ORDINANCE creating a special construction fund <br /> entitled "Sanitary Sewer System Improvement Fund <br /> No. 339", and authorizing the design and construction <br /> of replacement sewer lines as required. <br /> WHEREAS, the City Council has recognized the need to improve the City <br /> of Everett Sanitary Sewer System to assure the safety, health and welfare <br /> of the citizens of the City; and <br /> WHEREAS, the City Council recognizes that many sections of sewer line <br /> within the City are very badly deteriorated and are very expensive to <br /> maintain due to the numerous leaks and failures; and <br /> WHEREAS, the City Council recognizes that the sewer backups into streets <br /> and basements presents a health hazard to the citizens of Everett as well <br /> as extreme disruption to those citizens; and <br /> WHEREAS, the City Council recognizes that sewer line replacement within <br /> the City has been deferred for the past several years and that many sewer <br /> lines are remaining in operation beyond their recognized practical <br /> lifespan; and <br /> WHEREAS, the Mayor of the City of Everett on August 1, 1979, did propose <br /> to Council the replacement of 24 specific sections of sanitary sewer line <br /> segments which are in urgent need of replacement; and <br /> WHEREAS, the "Lower Snohomish Basin 201 Wastewater Facilities Plan" <br /> as prepared by the Engineering Consultant CH2M-Hill, Inc. has documented <br /> in detail, sewer rehabilitation alternatives for the alleviation of street <br /> and basement flooding within the City of Everett; and <br /> WHEREAS, the Everett City Council on August 15, 1979 , passed Ordinance <br /> No. 627-79 which increased the sewer rates within the City to provide funds <br /> for improvement of the City sewer system; <br /> NOW, THEREFORE, BE IT ORDAINED BY THE EVERETT CITY COUNCIL THAT: <br /> Section 1: A special construction fund is hereby established <br /> as Fund No. 339 entitled "Sanitary Sewer System <br /> Improvement Construction Fund" to accomplish <br /> the actions authorized in subsequent sections <br /> of this ordinance. <br /> Section 2: Authorization is hereby granted to the Public <br /> Works Director to upgrade the City's deteriorating <br /> sanitary and/or combined sewer main system. <br />
