• ORDINANCE NO. 6& 6; XL) AN ORDINANCE creating a special construction fund entitled "Sanitary Sewer System Improvement Fund No. 339", and authorizing the design and construction of replacement sewer lines as required. WHEREAS, the City Council has recognized the need to improve the City of Everett Sanitary Sewer System to assure the safety, health and welfare of the citizens of the City; and WHEREAS, the City Council recognizes that many sections of sewer line within the City are very badly deteriorated and are very expensive to maintain due to the numerous leaks and failures; and WHEREAS, the City Council recognizes that the sewer backups into streets and basements presents a health hazard to the citizens of Everett as well as extreme disruption to those citizens; and WHEREAS, the City Council recognizes that sewer line replacement within the City has been deferred for the past several years and that many sewer lines are remaining in operation beyond their recognized practical lifespan; and WHEREAS, the Mayor of the City of Everett on August 1, 1979, did propose to Council the replacement of 24 specific sections of sanitary sewer line segments which are in urgent need of replacement; and WHEREAS, the "Lower Snohomish Basin 201 Wastewater Facilities Plan" as prepared by the Engineering Consultant CH2M-Hill, Inc. has documented in detail, sewer rehabilitation alternatives for the alleviation of street and basement flooding within the City of Everett; and WHEREAS, the Everett City Council on August 15, 1979 , passed Ordinance No. 627-79 which increased the sewer rates within the City to provide funds for improvement of the City sewer system; NOW, THEREFORE, BE IT ORDAINED BY THE EVERETT CITY COUNCIL THAT: Section 1: A special construction fund is hereby established as Fund No. 339 entitled "Sanitary Sewer System Improvement Construction Fund" to accomplish the actions authorized in subsequent sections of this ordinance. Section 2: Authorization is hereby granted to the Public Works Director to upgrade the City's deteriorating sanitary and/or combined sewer main system.
