t 1 <br /> CITY OF EVERETT, WASHINGTON <br /> ORDINANCE NO. w .' - L> <br /> AN ORDINANCE of the City of Everett, Wash- <br /> ington, relating to City park and recreation <br /> facilities; providing for the development and <br /> improvement of a City park; declaring the <br /> estimated cost thereof as nearly as may be; <br /> providing for the borrowing of $11, 200,000 <br /> and issuing and selling negotiable general <br /> obligation bonds to pay the cost and expense <br /> thereof, such bonds to be payable from annual <br /> tax levies in excess of the regular property <br /> tax levy; declaring an emergency; providing <br /> for the submission of the proposition of <br /> incurring such indebtedness and issuing such <br /> bonds to the qualified voters of the City at <br /> a special election to be held on March 11, <br /> 1980. <br /> WHEREAS, the City is in urgent need of funds with which to <br /> develop and improve City parks and park facilities, and the City <br /> does not have available sufficient funds to meet the estimated cost <br /> thereof; NOW, THEREFORE, <br /> THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1 . The City, upon ratification of the proposition by <br /> the qualified electors of the City as provided in Section 5 of this <br /> ordinance, shall by ordinance order the development and improvement <br /> of a 60-acre park owned by the City generally located presently <br /> outside the City in the southwest area of the City west of Walter <br /> E. Hall Golf Course, south of Casino Road and east of Airport Road. <br /> The improvements will include a cluster of four softball fields <br /> with central concession and restroom facilities , permanent bleach- <br /> ers for each softball field, an all-weather soccer field with jog- <br /> ging track, a multi-use day camp area, four outdoor tennis courts, <br /> an outdoor skating track and picnic facilities, three playground <br /> areas, a jogging and nature trail around the perimeter of the park, <br /> parking facilities for 450 cars, and an indoor sports complex with <br /> storage areas, six tennis courts, four racquetball courts, exercise <br />
