t 1 CITY OF EVERETT, WASHINGTON ORDINANCE NO. w .' - L> AN ORDINANCE of the City of Everett, Wash- ington, relating to City park and recreation facilities; providing for the development and improvement of a City park; declaring the estimated cost thereof as nearly as may be; providing for the borrowing of $11, 200,000 and issuing and selling negotiable general obligation bonds to pay the cost and expense thereof, such bonds to be payable from annual tax levies in excess of the regular property tax levy; declaring an emergency; providing for the submission of the proposition of incurring such indebtedness and issuing such bonds to the qualified voters of the City at a special election to be held on March 11, 1980. WHEREAS, the City is in urgent need of funds with which to develop and improve City parks and park facilities, and the City does not have available sufficient funds to meet the estimated cost thereof; NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1 . The City, upon ratification of the proposition by the qualified electors of the City as provided in Section 5 of this ordinance, shall by ordinance order the development and improvement of a 60-acre park owned by the City generally located presently outside the City in the southwest area of the City west of Walter E. Hall Golf Course, south of Casino Road and east of Airport Road. The improvements will include a cluster of four softball fields with central concession and restroom facilities , permanent bleach- ers for each softball field, an all-weather soccer field with jog- ging track, a multi-use day camp area, four outdoor tennis courts, an outdoor skating track and picnic facilities, three playground areas, a jogging and nature trail around the perimeter of the park, parking facilities for 450 cars, and an indoor sports complex with storage areas, six tennis courts, four racquetball courts, exercise
