• <br /> ORDINANCE NO. 610-79 <br /> An Ordinance establishing Steep Slope Zoning <br /> Regulations and Amending Ordinance 3572; and <br /> declaring an emergency. <br /> WHEREAS, on May 23, 1979, the Planning Commission held a public <br /> hearing regarding the adoption of an amendment to the Special Property Use <br /> Section of the Everett Zoning Code EMC 19.58; and <br /> WHEREAS, the City Council of Everett after hearing the recommenda- <br /> tions of the Planning Commission of the City of Everett has determined that <br /> said Special Property Use Amendments should be made, and <br /> WHEREAS, on December 21, 1978,Ordinance #568-78 was passed which <br /> requires reconsideration of the zoning in the Lowell area within six months; <br /> WHEREAS, said six month period of time shall expire on June 21, 1979; <br /> NOW, THEREFORE, the City of Everett does ordain: <br /> Section 1: <br /> That the Everett Municipal Code 19.58 shall be amended as follows: <br /> IC. The following types of uses shall be considered under this section: <br /> 6: Steep Slope and Hillside Development Activities. Including any type <br /> proposed development which will result in the grading, clearing, removal <br /> or addition of more than 300 cubic yards of material on any steep slope <br /> or hillside, here defined as one of 15% or more. A Special Property Use <br /> permit shall not be required for any proposed development which must obtain <br /> rezone, subdivision, short subdivision or shoreline management substantial <br /> development permit from the City. However, all proposed development <br /> occurring on steep slopes and hillsides shall require submission of a <br /> site plan and shall conform to the following standards and criteria to <br /> the greatest extent possible and appropriate in substantially the order <br /> set out below: <br /> a. The site plan shall include the following where appropriate: <br /> 1) A detailed description of the physical features of the <br /> site, including identification of surface and subsurface <br /> soil types, topography in 5 foot contours, existing <br /> vegetation, streams and drainage ways, and any other <br /> pertinent data specifically requested by the City. <br /> 2) Proposed access, parking, and basic internal vehicle/ <br /> pedestrian circulation system. <br />
