(3) Correction of damages resulting from spoils entering a stream bed, cleaning out silted areas downstream, cleaning out debris from downstream drainage facilities. (4) Repair or replacement of permanent improvements. The bond or other security shall be held in effect until no less than one year or more than three years after the last development has been completed and approved by the City of Everett Engineering Department through on-site inspection and acceptance of as-built drawings. b) Special clearing and erosion control measures may, at the sole discretion of the City, be imposed. Examples of such measures include but are not limited to: (1) Delay of land clearing until immediately prior to actual construction. (2) Imposition of special temporary erosion control measures prior to construction of the storm and surface water runoff retention and detention system such as detention ponds, and conveyance of surface water off the site by closed system with adequate kinetic energy dissipation. c) Special additional restrictions may also be imposed by the City. The area subject to these restrictions shall be identified on the site plan and/or plat map by legal description. Types of restrictions include but are not limited to: (1) Ground cover shall not be disturbed in any manner. (2) Trees shall be left in place and not disturbed. (3) Spoils or other debris shall not be deposited in these areas. (4) Soils shall not be disturbed. (5) No surface drainage shall be routed or allowed to drain over these areas. c. In all cases subject to these provisions, after approval of the feasibility study and site plan, construction shall be required to proceed as follows: (1) The storm and surface water runoff retention and detention system shall be completed before other phases of site devel- opment are begun so that it can serve as a sediment trap during the remainder of the construction.
