(3) Correction of damages resulting from spoils <br /> entering a stream bed, cleaning out silted <br /> areas downstream, cleaning out debris from <br /> downstream drainage facilities. <br /> (4) Repair or replacement of permanent improvements. <br /> The bond or other security shall be held in effect <br /> until no less than one year or more than three years <br /> after the last development has been completed and <br /> approved by the City of Everett Engineering Department <br /> through on-site inspection and acceptance of as-built <br /> drawings. <br /> b) Special clearing and erosion control measures may, at <br /> the sole discretion of the City, be imposed. Examples <br /> of such measures include but are not limited to: <br /> (1) Delay of land clearing until immediately prior <br /> to actual construction. <br /> (2) Imposition of special temporary erosion control <br /> measures prior to construction of the storm and <br /> surface water runoff retention and detention <br /> system such as detention ponds, and conveyance <br /> of surface water off the site by closed system <br /> with adequate kinetic energy dissipation. <br /> c) Special additional restrictions may also be imposed by <br /> the City. The area subject to these restrictions <br /> shall be identified on the site plan and/or plat map <br /> by legal description. Types of restrictions include <br /> but are not limited to: <br /> (1) Ground cover shall not be disturbed in any manner. <br /> (2) Trees shall be left in place and not disturbed. <br /> (3) Spoils or other debris shall not be deposited in <br /> these areas. <br /> (4) Soils shall not be disturbed. <br /> (5) No surface drainage shall be routed or allowed to <br /> drain over these areas. <br /> c. In all cases subject to these provisions, after approval of the <br /> feasibility study and site plan, construction shall be required <br /> to proceed as follows: <br /> (1) The storm and surface water runoff retention and detention <br /> system shall be completed before other phases of site devel- <br /> opment are begun so that it can serve as a sediment trap <br /> during the remainder of the construction. <br /> (2) Large tracts shall be developed in workable units on <br /> -4- <br />
