5. Pedestrian scaled lighting (light fixtures no taller than fifteen feet) is encouraged in areas of <br /> pedestrian activity. <br /> 6. Lighting must not trespass onto adjacent private parcels, nor shall a light source (luminaire) be <br /> visible at the property line. All building lights shall be directed onto the building itself and/or the ground <br /> immediately adjacent to it.The light emissions shall not be visible above the roof line of the building. <br /> 32-- Surface-mounted building wall parking lot lighting is prohibited. <br /> Section 22. Section 7 of Ordinance No. 1923-93, as amended (Zoning, Historic Overlay Zone, EMC <br /> 19.33.170), is hereby amended as follows: <br /> 19.33.170 Off-street parking requirements. <br /> The following off street parking requirements shall apply to dwellings in the historic overlay zone: <br /> A. Off street parking shall not be located between the building and the public street unless approved <br /> by the planning director due to steep topography which precludes other placement. <br /> B. All access to off street parking ar as shall be from the alley when the subject lot abuts an alley.The <br /> planning director may, subject to the provisions of the city's local project review procedures ordinance, <br /> allow access to off street parking areas located under the building from the street only when the <br /> applicant demonstrates that it is not physically possible to provide access to the parking ar a from the <br /> alley. <br /> �--Off-street parking shall be provided according to Chapter 19.34. <br /> Section 23. Section 12 of Ordinance No. 1923-93, as amended (Zoning, Historic Overlay Zone, EMC <br /> 19.33.230), is hereby amended as follows: <br /> 19.33.230 Garages. <br /> A. Access to garages shall be from the alley only except where no alley exists. <br /> A . If access to the garage must be from the street,the garage shall be set back twenty feet from the <br /> interior edge of the sidewalk to maintain clear sidewalk access. <br /> BC. Attached garages which are accessible from the street shall never occupy more than fifty percent <br /> of the width of all buildings facing the street, and shall be set back a minimum of five feet further from <br /> the front property line than the entry to the dwelling. <br /> CO. Open carports for more than two cars which are visible from the street are prohibited. <br /> D . Garages shall reflect the material, style and construction of the original house. <br /> Section 24. Section 38 of Ordinance No. 1671-89, as amended by Section 6 of Ordinance No. 2095-95 <br /> and Section 3 of Ordinance No. 3297-12,and as codified at EMC 19.38.060 (Nonconforming parking), is <br /> hereby repealed. <br /> Section 25. Section 39 of Ordinance No. 1673-89 as amended (Zoning, General Provisions, EMC <br /> 19.39.050), is hereby amended as follows: <br /> Parking Amendments 31 8/29/18 <br />
