• <br /> • <br /> • <br /> Section 2: THAT AN IMPROVEMENT BE MADE OF: <br /> (1) Hardeson Road, from S.R. 526 North to 75th St. S.W. by the <br /> installation of a 16" water line connection to existing 16" <br /> water system, fire hydrants and storm sewer, sanitary side <br /> sewer installation from existing main, and by the construction <br /> of an asphalt overlay, concrete sidewalk, curbs and gutters <br /> and street lighting system, said systems and improvements to <br /> include all incidental material, appurtenances, and work <br /> necessary for a complete improvement; and, <br /> (2) 16th Avenue West from 75th St. S.W. South to 80th St. S.W. <br /> by the installation of fire hydrants, storm sewer system and <br /> the construction of an asphalt roadway, concrete sidewalk, <br /> curbs and gutters and street lighting system, said systems <br /> and improvements to include all incidental material, ap- <br /> purtenances, and work necessary for a complete improvement; and <br /> (3) 80th Street S.W. from Hardeson Road West to 16th Avenue W. by <br /> the installation of fire hydrants, storm sewer and sanitary <br /> side sewer installation from existing sewer main, and by the <br /> construction of concrete sidewalk, curbs and gutters, and <br /> street lighting system, said system and improvements to <br /> include all incidental material, appurtenances and work <br /> necessary for a complete improvement; and <br /> (4) 75th Street S.W. from Hardeson West to 20th Avenue West, by <br /> the acquisition of necessary right-of-way, and the installation <br /> of a 12" water system, fire hydrants, an 8" sanitary sewer <br /> system, lift station and force main, a storm sewer system, and <br /> by the construction of concrete sidewalks, curbs and gutters, <br /> street lighting system and a traffic light signal at the <br /> intersection of 75th Street S.W. and 20th Avenue West, said <br /> systems and improvements to include all incidental material, <br /> appurtenances, and work necessary for a complete improvement. <br /> All of the aforesaid improvements shall be in accordance with plans to be <br /> prepared by the City Engineer, which plans and specifications are hereby <br /> adopted and approved. <br /> Section 3: That the cost and expenses of the improvement, including but <br /> not limited to, all necessary and incidental expenses or fees or property <br /> acquisition costs, shall be borne by and assessed against the property <br /> included in the assessment district herein created. The costs and the expenses <br /> of the improvement to be assessed against the property, including the assess- <br /> ment district herein created, shall be assessed in accordance with the special <br /> benefits derived from the improvement and without regard to the zone and <br /> termini method of spreading assessments. The City shall not be liable in any <br /> manner for any of the remaining expense and costs of the improvement except as <br /> provided in Chapter 144, Session Laws of 1923 or acts amendatory thereto, <br /> and the ordinances of the City of Everett. <br /> Section 4: That there is hereby established a LOCAL IMPROVEMENT <br /> DISTRICT TO BE KNOWN AS "LOCAL IMPROVEMENT DISTRICT NO. 702" WHICH <br /> DISTRICT SHALL INCLUDE THE FOLLOWING described property located in <br /> Everett, Snohomish County, Washington: <br /> -2- <br />
