• <br /> September 19, 2018 <br /> The special meeting of the Everett City Council was called to order at 4:30 <br /> p.m., September 19, 2018, in the City Council Chambers of the William E. <br /> Moore Historic City Hall, Council President Roberts presiding. Upon roll call, <br /> it was found that Mayor Franklin and Council Members Roberts, Murphy, <br /> McNeal, Stonecipher, and Tuohy were present. Council Member Moore <br /> was expected to be a few minutes late. Council Member Bader was <br /> excused. <br /> BUDGET WORKSHOP <br /> President Roberts stated that the workshop was meant to supplement the <br /> work already being done by the Budget Subcommittee. <br /> Susy Haugen, Finance, presented an overview of the budget process and <br /> an overview of the initiatives set forth by the Mayor's Budget directive from <br /> February. <br /> • Council Member Moore entered council chambers at 4:38 p.m. <br /> Considerable discussion ensued regarding the financial support to the <br /> Public Facilities District by the City, the contributions to LEOFF 1 Police and <br /> Fire pensions, and the request for Lodging Tax funding for the Jetty Island <br /> Program. <br /> Council Member Tuohy requested that the Lodging Tax rules be presented <br /> to Council. <br /> Susy Haugen stated she would provide the rules. <br /> Discussion ensued regarding the elimination or outsourcing of the Animal <br /> Farm, the reduction .of the Municipal Arts budget, the Village theatre <br /> contract, the Economic Alliance contract, and the department restructure <br /> recap, including total number of full time equivalent positions (FTEs). <br /> Lyle Ryan, Administration, stated that Administration will be evaluating the <br /> service models for Transit, Fire, Golf, Library and Parks. <br /> • <br /> 297 <br />
