It is the policy of the City to analyse such cumulative <br /> environmental impacts and condition or deny proposals to minimize <br /> or prevent adverse impacts in accordance with other provisions <br /> of this ordinance. <br /> In assessing the environmental impacts of a proposal and in determining <br /> the need for conditioning or denying a proposal in accordance <br /> with other provisions of this Ordinance, the responsible official <br /> shall utilize SEPA, all policies, guidelines and regulations <br /> adopted pursuant to SEPA, federal, state, and regional environmental <br /> quality standards, and the legislative enactments of the City <br /> of Everett, both specific and general, now in effect or enacted <br /> in the future. <br /> The City reserves the right to impose specific conditions upon <br /> any action or to deny action in conformance with the policies <br /> stated herein, so as to mitigate or prevent adverse environmental <br /> impacts. <br /> It is not the intent or purpose of this Ordinance to prevent <br /> the reasonable development of land in the City of Everett. <br /> Section 2. - Adoption by Reference <br /> The City hereby adopts by reference the following sections or subsections <br /> of Chapter 197-10 of the Washington Administrative Code: <br /> WAC 197-1-040: Definitions <br /> -060: Scope of Proposal and Its Impacts <br /> -160: No Presumption of Significance for Non-Exempt Actions <br /> -170: Categorical Exemptions <br /> -180: Exemptions for Emergency Actions <br /> -8- <br />
