of the bond proceeds estimated to be applied to the cost of the <br /> project may, to the extent of such matching or supplemental funds, <br /> be applied by the City Council to the enlargement or additional <br /> development of the museum or may be deposited in the bond redemp- <br /> tion fund for the bonds and used to retire the bonds at the earli- <br /> est possible date. <br /> Section 5. The City Council finds that an emergency exists <br /> requiring the acquisition and minor improvement of a building to be <br /> used as a public historical museum and for other museum capital <br /> purposes, and that as a result of the existence of such an emer- <br /> gency, it is necessary to call a special election.
