7 - 33s • 1 ORDINANCE NO. 5 z/5- 7S) 2 AN ORDINANCE approving recommended changes in the City Charter to 3 be forwarded to the County Auditor to be placed on the November 7, 1978, ballot. 4 5 6 WHEREAS, the Everett City Charter was adopted at a Special Election held June 7 25, 1968; and 8 WHEREAS, the Charter Review Committee was formed and membership duly 9 appointed by the Mayor to examine the Charter and recommend any changes it felt 10 appropriate; and 11 WHEREAS, the Charter Review Committee met over a period of months and did 12 examine the Charter; and 13 WHEREAS, the Charter Review Committee's evaluation culminated in the 14 recommended changes hereinbelow specified; 15 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: 16 Section 1: The Snohomish County Auditor, as ex officio supervisor of all 17 elections held in Snohomish County, is hereby requested to place the proposed City 18 Charter changes hereinbelow specified on the ballot for the November 7, 1978, General 19 Election. 20 Section 2: The Clerk of the City is hereby authorized and directed to certify 21 the proposed Charter changes as hereinbelow specified to the Snohomish County Auditor 22 in the form of the proposition which follows each proposed change. 23 Section 3: Change to Section 3.4 The fifth (5th) paragraph of Section 3.4 of 24 the City Charter which reads as follows: 25 Every ordinance, other than emergency ordinances, shall have three (3) public readings, not more than two of which shall be on the same day, 26 and at least one week shall elapse between the introduction and the final passage, except as otherwise provided in this charter. Every ordinance 27 and resolution shall be in writing and read in full at a council meeting before a vote is taken thereon, and upon every such vote the ayes and nays 28 shall be called and recorded. 29 30 31 32
