7 - 33s <br /> • <br /> 1 ORDINANCE NO. 5 z/5- 7S) <br /> 2 <br /> AN ORDINANCE approving recommended changes in the City Charter to <br /> 3 be forwarded to the County Auditor to be placed on the November 7, <br /> 1978, ballot. <br /> 4 <br /> 5 <br /> 6 WHEREAS, the Everett City Charter was adopted at a Special Election held June <br /> 7 25, 1968; and <br /> 8 WHEREAS, the Charter Review Committee was formed and membership duly <br /> 9 appointed by the Mayor to examine the Charter and recommend any changes it felt <br /> 10 appropriate; and <br /> 11 WHEREAS, the Charter Review Committee met over a period of months and did <br /> 12 examine the Charter; and <br /> 13 WHEREAS, the Charter Review Committee's evaluation culminated in the <br /> 14 recommended changes hereinbelow specified; <br /> 15 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 16 Section 1: The Snohomish County Auditor, as ex officio supervisor of all <br /> 17 elections held in Snohomish County, is hereby requested to place the proposed City <br /> 18 Charter changes hereinbelow specified on the ballot for the November 7, 1978, General <br /> 19 Election. <br /> 20 Section 2: The Clerk of the City is hereby authorized and directed to certify <br /> 21 the proposed Charter changes as hereinbelow specified to the Snohomish County Auditor <br /> 22 in the form of the proposition which follows each proposed change. <br /> 23 Section 3: Change to Section 3.4 The fifth (5th) paragraph of Section 3.4 of <br /> 24 the City Charter which reads as follows: <br /> 25 Every ordinance, other than emergency ordinances, shall have three <br /> (3) public readings, not more than two of which shall be on the same day, <br /> 26 and at least one week shall elapse between the introduction and the final <br /> passage, except as otherwise provided in this charter. Every ordinance <br /> 27 and resolution shall be in writing and read in full at a council meeting <br /> before a vote is taken thereon, and upon every such vote the ayes and nays <br /> 28 shall be called and recorded. <br /> 29 <br /> 30 <br /> 31 <br /> 32 <br />
