• <br /> 1 Section 7: Change to Section 4.13. Section 4.13 of the City Charter which <br /> 2 reads as follows: <br /> 3 In all cases of work to be done by contract, or the purchase of <br /> property of any kind, the council shall advertise for bids in the city <br /> 4 official newspaper, unless the cost thereof shall not exceed $2,000.00, and <br /> unless the council by resolution shall declare an emergency to exist. When <br /> 5 such probable expenditure shall exceed $2,000.00, and no emergency shall <br /> be declared to exist, the council shall publish notices in two (2) issues of <br /> 6 the city official newspaper. The Council, however, may reject any and all <br /> bids; and nothing contained herein shall prevent the city from contracting <br /> 7 for the doing of work with patented processes or from purchasing patented <br /> appliances.
