• <br /> • <br /> July 31, 1978 <br /> Page 2 <br /> We have concluded that as the City continues to develop and is entering into <br /> another rapidly expanding era, reasonable fire zones should be established by <br /> correlating them with land use zoning. Therefore, we would be insured, as the City <br /> expands and develops, that the proper fire zones will be established providing <br /> natural fire breaks and guarding against conflagration. <br /> The proposed ordinance will achieve this by establishing the B-3 zone (Downtown <br /> core) as fire zone No. 1, the B-1, B-1, C-1, R-4, and R-5 zones as fire zone No. 2, <br /> and the remainder of the City as fire zone No. 3. All of the B-3 zone is presently <br /> within the existing fire zone No. 2. <br /> The B-3 zone must be included within the externally restrictive fire zone No. 1 <br /> because it allows for unrestricted height and density development. The B-1, B-2, C- <br /> 1, R-4, and R-5 zones are included in the moderately restrictive fire zone because <br /> they allow for high density and height development. All the other zones provided <br /> limited density and height construction. Therefore, they can reasonably be <br /> included within the permissive fire zone No. 3. <br /> Fire zone No. 3 permits any type of construction allowed by the Building Code, <br /> normally non-fire resistive, non-combustible (wood) construction. Fire zone No. 2 <br /> is basically the same as fire zone No. 3 but requires fire retardant roofs on all <br /> buildings and in many cases for fire resistive exterior walls, depending on the <br /> distance from property lines. Fire zone No. 1 is the most restrictive fire zone and <br /> restricts all construction to fire resistant, non-combustible (concrete, masonry, <br /> steel) construciton. <br /> We feel that by correlating fire zoning with land use zoning it would be the most <br /> efficient and equitable method of setting fire zones. This would allow for <br /> automatic fire zoning as the City continues to expand and develop. <br /> We have requested this item be placed on the City Council's August 23, 1978 <br /> • agenda for public hearing and third reading. <br /> If you have any comments or questions regarding this ordinance, please contact me <br /> at 259-8841.
