AN ORDINANCE amending sections 4 , 6 and 7 of Ordinance No. 466-77 creating a special con- struction fund entitled Service Center Construction Fund, Phase II , and increasing the appropriation for this construction to $315, 880 and declaring an emergency to exist. NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That sections 4 , 6 and 7 of Ordinance No. 466-77 which read as follows : Section 4 . The total estimated cost of the improve- ments herein authorized is $275, 500 which includes all costs of the design, plans and specification preparation, construction and associated costs . Section 6 . The city treasurer of the City of Everett is hereby authorized to issue construction warrants as funds are required, but not to exceed $275 , 500 to a local bank for interim construction financing at a reasonable rate of interest. Section 7. The sum of $275 , 500 be appropriated for the purpose herein specified in the following manner. a. Fund No. 318 - Service Center, Phase II 1. Program 691 - Service Center, Phase II $275 , 500 b. Source of Funds 1. From the sale of Revenue Warrants upon the completion of construction 275 ,500 c. This appropriation shall not lapse but shall be carried forward from year to year until fully expended or the purpose has been accomplished or abandoned, with- out necessity of reappropriation, in ac- cordance with R.C.W. 35. 33. 151. are hereby amended as follows: Section 4 .
