ORDINANCE NO. 5-66---747 AN ORDINANCE creating a special construction fund entitled MERRILL-RING BRIDGE, MUKILTEO BLVD. (Gibson P1. to Lynnewood Dr.) and appropriating $806,000for the design and construction of this bridge project. WHEREAS, the City Council of the City of Everett is aware of the hazards to pedestrians, cyclists, and motor vehicles using the existing Merrill-Ring Bridge crossing due to the substandard width of the structure and the heavy traffic volumes; and WHEREAS, the City Council of the City of Everett is aware that the traffic volumes on Mukilteo Blvd. are likely to increase as the area along Mukilteo Blvd. develops thereby further increasing the hazards to pedestrians, cyclists, and motorists using the existing Merrill-Ring Bridge; and WHEREAS, the Merrill-Ring Bridge, Mukilteo Boulevard (Gibson Pl. to Lynnewood Dr.) is on the Six Year Construction Program adopted by the City Council by Resolution No. 1314 on June 29, 1977; and WHEREAS, on September 28, 1977, the City did submit to the State of Washington Urban Arterial Board a project prospectus for funding the design, preparation of plans, specifications, cost estimate, right- of-way acquisition, and construction of the Merrill-Ring Bridge on Mukilteo Blvd. between Gibson P1. and Lynnewood Dr; and WHEREAS, the Urban Arterial Board did approve the project in the amount of $806,000 (UAB $725,400/City $80,600) as requested in the City's project prospectus on the condition that the project be under contract for construction within 18 months from the date of authori- zation, February 28, 1978. NOW, THEREFORE, BE IT ORDAINED THAT: Section 1 A special construction fund is hereby established as Fund No. 324 entitled "MERRILL-RING BRIDGE, MUKILTEO BLVD. (Gibson P1. to Lynnewood Dr.) " for the design, construction and associated activities required to construct the improvements defined in the following sections:
