ORDINANCE NO. .7.-67-71 AN ORDINANCE creating a special construction fund entitled 19th Ave. SE (SR 5 to 112th St. ) and appropriating $1, 460, 000 for the design and construction of this street widening project. WHEREAS, the City Council of the City of Everett is aware of the heavy traffic volumes and high numbers of automobile accidents presently occuring on 19th Ave. S. E. , and WHEREAS, the City Council is also aware of the potential growth of the residential areas adjacent to and in the vicinity of 19th Ave. which will result in even higher traffic volumes and additional hazards, delays, and inconvenience to local residents, and WHEREAS, 19th Ave. (SR 5 to 112th St. ) is on the Six Year Construc- tion Program adopted by the City Council by Resolution No. 1314 on June 29, 1977, and WHEREAS, on September 28, 1977 the City did submit to the State of Washington Urban Arterial Board a project prospectus for fund- ing the design, preparation of plans, specifications, cost estimate , right-of-way acquisition, and construction of 19th Ave. S. E. from SR 5 to 112th St., and WHEREAS, the Urban Arterial Board did approve the project in the amount of $1, 460, 000 (UAB $1, 314, 000/City $146, 000) as requested in the City's project prospectus on the condition that the project be under contract for construction within 18 months from the date of authorization, January 19, 1978. NOW, THEREFORE, BE IT ORDAINED THAT: Section 1. A special construction fund is hereby established as Fund No. 323 entitled "19th Avenue S. E. (SR 5 to 112th St. ) Street Widening" for the design, construction, and associated activities required to construct the improvements defined in the following sections: • Section 2. Authorization is hereby given to provide for construction of improvements to 19th Ave. S. E. between SR 5 and 112th St. , which will result in widening the street's curb to curb width to 67 feet which will provide two traffic lanes and a bike lane in each direction, a two way left turn lane along the center of the street, side- walks and curbs and gutters on both sides of the street, a storm sewer system and other utility relocations, street lighting, traffic signals, identification signs, and other minor items of work as may be necessary to implement these improvements. Section 3. Authorization is hereby given to select and negotiate an agreement with a consulting engineering firm to do preliminary engineering, environmental assesment, detailed design, and prepare right-of-v, ay plans, construction plans, specifications and cost estimate for construction of this project.
