• <br /> ORDINANCE NO. 1--9;-1-77 <br /> AN ORDINANCE amending Ordinance No. 419-76, more particularly <br /> described as EMC 14.16.600 by adding thereto Section R providing for <br /> 1 a variance procedure for the hydrant distance requirements, and <br /> further by amending Ordinance No. 361-75, more particularly <br /> 2 described as EMC 14.16.740 (A) (3) to clarify City responsibility <br /> concerning fire hydrants. <br /> 3 <br /> 4 THE CITY COUNCIL OF THE CITY OF EVERETT DOES ORDAIN: <br /> 5 Section 1: That EMC 14.16.600 which reads as follows: <br /> 6 <br /> 14.16.600 Fire hydrants and standpipes. <br /> 7 <br /> A. Ownership and Maintenance. The water department shall own and <br /> 8 maintain all fire hydrants connected to the water system which are <br /> located on public streets, utility easements and rights-of-way. <br /> 9 B. Approved Hydrants. Only approved hydrants, in accordance with <br /> subsection C shall be installed within the city limits. <br /> 10 C. Complete Installation. A fire hydrant installation shall be considered <br /> to include the fitting at the main, the piping and auxiliary valve <br /> 11 between the main and the hydrant, the hydrant and such other appur- <br /> tenant features necessary for a complete installation. No fire <br /> 12 hydrant shall be installed in the water system without an auxiliary <br /> valve between the main and the hydrant. Fire hydrant installation <br /> 13 and location shall be in accordance with applicable AWWA standards <br /> (AWWA Manual M 17) or as designated by water superintendent and <br /> 14 subject to review and approval by fire chief. <br /> D. Payment for Installation. The installation, removal, relocation, <br /> 15 renewal or other work performed by the water department related to <br /> new or existing fire hydrants shall be done by the water department <br /> 16 and full payment to the water department for such installation, <br /> removal, relocation, renewal or other work shall be made by a local <br /> 17 improvement district, individual or developer in advance of such <br /> work. <br /> 18 E. Rental. For the fire protection benefit derived by the entire city <br /> from water made continuously available to the many standpipes and <br /> 19 fire hydrants by the water department, there shall be a hydrant rental <br /> charge paid by the general fund of the city through the appropriate <br /> 20 fire department fund to the water department in accordance with the <br /> amounts set forth in Section 14.16.740. <br /> 21 F. Operation. The primary intent of the fire hydrant and standpipe <br /> installations is for use in fire suppression. No person other than <br /> 22 authorized personnel of the city shall be permitted to open any fire <br /> hydrant or standpipe and anyone opening, using or otherwise <br /> 23 tampering with any fire hydrant or standpipe supplied by the water <br /> system without permission shall be guilty of a misdemeanor. <br /> 24 G. Use Permit Required. Persons having a valid reason to withdraw <br /> water from any fire hydrant or standpipe of the water system shall <br /> 25 first apply to the water department for a permit and shall abide by all <br /> rules, regulations and procedures in connection with such permit as <br /> 26 the water department may adopt. <br /> H. Installation of Fire Hydrants in Commercial and Manufacturing Zones <br /> 27 Required. The owner of any building located within one thousand feet <br /> of a city water main and within a commercial or manufacturing or <br /> 28 industrial use zone established by the city zoning code then in effect, <br /> which building is not within two hundred feet of an existing fire <br /> 29 hydrant, shall install, at his expense, a fire hydrant at a location two <br /> hundred feet or less from the building, together with whatever pipes <br /> 30 and connections are necessary to connect the hydrant to the existing <br /> city water supply. <br /> 31 <br /> 32 <br /> ORIGINAL -1 <br />
