• ., r ORDINANCE NO. 4/76-- 75 AN ORDINANCE supplementing appropriation to Fund 315 "Railroad Crossing Improvements" and authorizing the construction of Railroad Crossing Signals at the River Road (Lowell) Crossing. WHEREAS, the City Council of the City of Everett is aware of the hazards to motor vehicles that exist at the street crossings of rail- road tracks especially when sight distance is limited; and WHEREAS, the City Council is aware that the railroad crossing on River Road in Lowell has been rated as critical by the Washington Transportation and Utilities Commission and is considered a priority for improvement; and WHEREAS, the Federal Highway Act of 1976 did reinstitute the provision of funds for upgrading critical railroad grade crossings and that program provides funding up to ninety (90) percent of construction cost; and WHEREAS, this railroad grade crossing (i. e. River Road) has been approved for funding under such Federal Highway Act; and • WHEREAS, the City of Everett did establish a special construction fund, Fund No. 315, by Ordinance No. 447-77, dated April 29, 1977 for the improvements to certain railroad/street grade crossings. NOW, THEREFORE, BE IT ORDAINED THAT: Section 1: Authorization is given to provide for the construction of improvements to the railroad crossing on River Road (in the vicinity of 1st Street in Lowell) which will result in the placement of automatic crossing signals and barricades as recommended by the Washington Transportation and Utilities Commission, the railroad company involved, the Federal Highway Administration, and the Washington State Department of Highways. Section 2: The total estimated cost of the improvements herein authorized is $64, 000 which shall include all costs of the design, plan and specification preparation, construction, and associated costs.
