• ., r <br /> ORDINANCE NO. 4/76-- 75 <br /> AN ORDINANCE supplementing appropriation <br /> to Fund 315 "Railroad Crossing Improvements" <br /> and authorizing the construction of Railroad <br /> Crossing Signals at the River Road (Lowell) <br /> Crossing. <br /> WHEREAS, the City Council of the City of Everett is aware of <br /> the hazards to motor vehicles that exist at the street crossings of rail- <br /> road tracks especially when sight distance is limited; and <br /> WHEREAS, the City Council is aware that the railroad crossing <br /> on River Road in Lowell has been rated as critical by the Washington <br /> Transportation and Utilities Commission and is considered a priority <br /> for improvement; and <br /> WHEREAS, the Federal Highway Act of 1976 did reinstitute the <br /> provision of funds for upgrading critical railroad grade crossings and <br /> that program provides funding up to ninety (90) percent of construction <br /> cost; and <br /> WHEREAS, this railroad grade crossing (i. e. River Road) has <br /> been approved for funding under such Federal Highway Act; and • <br /> WHEREAS, the City of Everett did establish a special construction <br /> fund, Fund No. 315, by Ordinance No. 447-77, dated April 29, 1977 for <br /> the improvements to certain railroad/street grade crossings. <br /> NOW, THEREFORE, BE IT ORDAINED THAT: <br /> Section 1: Authorization is given to provide for the construction of <br /> improvements to the railroad crossing on River Road <br /> (in the vicinity of 1st Street in Lowell) which will result <br /> in the placement of automatic crossing signals and barricades <br /> as recommended by the Washington Transportation and <br /> Utilities Commission, the railroad company involved, the <br /> Federal Highway Administration, and the Washington State <br /> Department of Highways. <br /> Section 2: The total estimated cost of the improvements herein authorized <br /> is $64, 000 which shall include all costs of the design, plan <br /> and specification preparation, construction, and associated <br /> costs. <br />
