r ORDINANCE NO.4L7/-7 7 AN ORDINANCE creating a special project fund entitled "Southwest Everett Comprehensive Planning Study"; authorizing a planning and engineering study to develop a comprehensive plan to guide the City's actions in providing public facilities and services to the area within the City limits and west of Glenwood Avenue, Beverly Lane, and Evergreen Way; and authorizing the appropriation of $40,000 for hiring a consultant to perform most of the study. WHEREAS, the southwest portion of Everett does not have adequate public facilities and services to meet the expected demand from future residen- tial, commercial, and industrial growth; and WHEREAS, a comprehensive plan of the area is needed to assure proper growth and development, and WHEREAS, the City of Everett did on May 11, 1977, pass Resolution 1285 authorizing the Mayor to make a formal application to the Department of Housing and Urban Development for funding assistance with the knowledge that the City would have to provide a local match of one-third the value of the project, and, WHEREAS, the City did apply for and receive $33,350 from the Depart- ment of Housing and Urban Development under Grant No. CPA-WA-10-00-0058, and WHEREAS, the City Council understands that the total cost of the study is $50,025, and that $10,025 in staff time and other costs will be provided from existing monies in funds 021, 024, and 410, and WHEREAS, $6,650 is the City's share of the cost of the consultant; NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN THAT: Section 1: A special study fund is hereby established as Fund No. 320 entitled "SOUTH- . WEST EVERETT COMPREHENSIVE PLANNING STUDY" for the development of a compre- hensive plan defined in the following sections. Section 2: Authorization is given to select a consultant, with Council concurrence, to work with the City Staff, Everett Citizens, and the City Council to develop 6 a comprehensive plan to guide the development of that portion of Everett which lies generally west of Glenwood Avenue, Beverly Lane, and Evergreen Way. Section 3: The total cost of the consultant services herein authorized is $40,000. Section 4: The Planning Director of the City of Everett under the administration of the Mayor is hereby given the responsibility of directing the study as defined herein.
