1 5. If a vehicle is forfeited to the City, towed and impounded, as <br /> hereinabove described, the registered owner shall have thirty <br /> 2 calendar days after the date of impoundment within which to <br /> redeem said automobile by paying the total of all accumulated <br /> 3 fines owed the City plus all towing and storage costs incurred in <br /> the towing and impoundment. <br /> 4 <br /> 6. Vehicles forfeited to the City shall be sold at auction at some time <br /> 5 after the expiration of the redemption period hereinabove <br /> described. <br /> 6 <br /> 7 Section 17: Administrative Appeal of Parking Notices - Parking Hearing <br /> Officer. <br /> 8 <br /> Any person, who upon receipt of a notice of violation feels he has been <br /> 9 unjustly accused of violating a City parking ordinance, may state his <br /> disagreement and reasons therefor to the City Treasurer, or such other <br /> 10 official as shall be designated by the Finance and Budget Director for the <br /> hearing of parking and parking meter appeals. If the official determines <br /> 11 that the alleged violator was improperly accused, the notice shall be <br /> dismissed. If the hearing officer determines that the notice was properly <br /> 12 given and the alleged violator continues to disagree, the City may proceed <br /> with court proceedings as hereinbef ore provided. <br /> 13 <br /> 14 Section 18: Unnecessary Motor Noise - Prohibited <br /> 15 It is unlawful for any person to "race" the engine of any motor vehicle on <br /> any street. The object of this provision is to prohibit loud or distressing <br /> 16 noises. <br /> 17 <br /> Section 19: Trains Obstructing Traffic - Ten-minute Limit <br /> 18 <br /> It is unlawful to cause or permit any railroad car or locomotive to remain <br /> 19 at the crossing of any street, avenue, highway or public route of travel in <br /> the City so as to obstruct traffic or travel on the street, avenue, highway <br /> 20 or public route of travel for any longer period than ten consecutive <br /> minutes at any one time. <br /> 21 Section 20: Trains Obstructing Traffic - Penalty <br /> 22 Any conductor, engineer, or brakeman in charge of any railroad car, <br /> 23 locomotive or train of cars, or any person who shall do, cause, or permit <br /> any act resulting in trains obstructing traffic shall on conviction be <br /> 24 punished by a fine not exceeding one hundred dollars, or by imprisonment <br /> not exceeding thirty days, or both such fine and imprisonment. <br /> 25 <br /> 26 Section 21: Speed Limit - Prescribed <br /> 27 Except where an underpass or overpass exists, it is unlawful to operate <br /> any locomotive or train over, along or across any street, avenue or alley <br /> 28 within the City limits at a greater speed than prescribed in this section: <br /> 29 a. That area of the, City lying west of Broadway Avenue, <br /> thirty-five miles per hour; except at Bond Street, Hewitt <br /> 30 Avenue, and California Avenue, where the speed shall not be <br /> greater than twentyfive miles per hour; <br /> 31 <br /> 32 <br />
