• <br /> ORDINANCE NO. L/6-1-- '7 7 <br /> AN ORDINANCE for the regulation of <br /> Parades and Processions in the City <br /> of Everett. <br /> WHEREAS, the Council of the City of Everett, by Ordinance No. 4/5'7-77 <br /> adopted the "Washington Model Traffic Ordinance", hereinafter referred <br /> to as the MTO; and <br /> WHEREAS, the MTO deletes the portion of the Everett Traffic Code <br /> Ordinance No. 123-71 and amendments thereto which provides for the <br /> regulation of parades and processions; and <br /> WHEREAS, the Council of the City of Everett desires that parades <br /> and processions in the City of Everett be regulated; <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF EVERETT <br /> THAT: <br /> Section 1. Parade. The term "parade" shall mean <br /> any parade, march, ceremony, show, exhibition,- pageant or <br /> procession of any kind, or any similar display in or upon any <br /> street, park or other public place in the City. <br /> Section 2. Parade Permit. The term "parade permit" shall mean <br /> a permit as required by City of Everett code. <br /> Section 3. Exceptions. This "Parade Ordinance of the City of <br /> Everett" shall not apply to: <br /> A. Funeral processions except as hereinafter provided. <br /> B. Students going to and from school classes or parti- <br /> cipating in education activities, providing such conduct <br /> is under the immediate direction and supervision of the <br /> proper school authorities. <br /> C. A governmental agency including military units of the <br /> State of Washington and the United States acting within <br /> the scope of its functions. <br /> Section 4. Permit Required. No person shall engage in, participate <br /> in, aid, form or start any parade, unless a parade permit shall have <br /> been obtained from the City Clerk. <br /> Section 5. Issuance of Permit. <br /> A. FILING. A person seeking issuance of a parade permit <br /> shall file an application with the Chief of Police on <br /> forms provided by such officer. <br /> B. FILING PERIOD. An application for a parade permit <br /> shall be filed with the Chief of Police not less than <br /> twelve days nor more than thirty days before the date <br /> on which it is proposed to conduct the parade. <br />
