• ORDINANCE NO. L/6-1-- '7 7 AN ORDINANCE for the regulation of Parades and Processions in the City of Everett. WHEREAS, the Council of the City of Everett, by Ordinance No. 4/5'7-77 adopted the "Washington Model Traffic Ordinance", hereinafter referred to as the MTO; and WHEREAS, the MTO deletes the portion of the Everett Traffic Code Ordinance No. 123-71 and amendments thereto which provides for the regulation of parades and processions; and WHEREAS, the Council of the City of Everett desires that parades and processions in the City of Everett be regulated; NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF EVERETT THAT: Section 1. Parade. The term "parade" shall mean any parade, march, ceremony, show, exhibition,- pageant or procession of any kind, or any similar display in or upon any street, park or other public place in the City. Section 2. Parade Permit. The term "parade permit" shall mean a permit as required by City of Everett code. Section 3. Exceptions. This "Parade Ordinance of the City of Everett" shall not apply to: A. Funeral processions except as hereinafter provided. B. Students going to and from school classes or parti- cipating in education activities, providing such conduct is under the immediate direction and supervision of the proper school authorities. C. A governmental agency including military units of the State of Washington and the United States acting within the scope of its functions. Section 4. Permit Required. No person shall engage in, participate in, aid, form or start any parade, unless a parade permit shall have been obtained from the City Clerk. Section 5. Issuance of Permit. A. FILING. A person seeking issuance of a parade permit shall file an application with the Chief of Police on forms provided by such officer. B. FILING PERIOD. An application for a parade permit shall be filed with the Chief of Police not less than twelve days nor more than thirty days before the date on which it is proposed to conduct the parade.
