Immediately upon issuance <br /> of a parade permit, the City Clerk shall send a copy thereof to <br /> the following: <br /> A. The City Council <br /> B. The Fire Chief <br /> C. The Mayor <br /> Section 11. Contents of Permit. Each parade permit shall state <br /> the following information: <br /> A. Starting and terminating time. <br /> B. Minimum Speed <br /> C. Maximum Speed <br /> D. Maximum interval of space to be maintained between <br /> the units of the parade. <br /> E. The portions of the streets to be traversed that <br /> may be occupied by the parade. <br /> F. Such other information as the Chief of Police shall <br /> find necessary to the enforcement of this chapter. <br /> G. The number of participating vehicles. <br /> H. The number of participating pedestrians. <br /> Section 12. Compliance with Conditions and Laws Required. <br /> A permittee hereunder shall comply with all permit directions <br /> and conditions and with all applicable laws and ordinances, except <br /> as provided for herein. <br /> Section 13. Possession of Permit. <br /> A. INTERFERENCE. No person shall unreasonably hamper, <br /> obstruct or impede, or interfere with any parade or <br /> parade assembly or with any person, vehicle or animal <br /> participating or used in a parade or any funeral <br /> procession. <br /> B. DRIVING THROUGH PARADES. No driver of a vehicle or <br /> street car shall drive between the vehicle or persons <br /> comprising a parade or funeral procession when such <br /> vehicles or person are in motion and are conspicuously <br /> designated as a parade. <br /> C. PARKING ON PARADE ROUTE. The Chief of Police shall <br /> have the authority, when reasonably necessary, to <br /> prohibit or restrict the parking of vehicles along <br /> a highway or part thereof constituting a part of <br /> the route of a parade or funeral procession. The <br /> Chief of Police shall post signs to such effect, and <br /> it shall be unlawful for any person to park or leave <br /> unattended any vehicle in violation thereof. No <br /> person shall be liable for parking on a street <br /> unposted in violation of this chapter. <br /> Section 14. Funeral Processions. Any person desiring to conduct <br /> a funeral procession shall not be required to comply with the <br /> provisions of this chapter, except that the applicant shall make <br /> oral application to the Chief of Police or his duly authorized <br /> assistant one day in advance of the procession. The Chief of <br /> Police or his duly authorized assistant shall grant the applicant <br /> oral permission to conduct such funeral procession designating <br /> the route to be traveled. <br />
