4 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN THAT: Section 1. A special construction fund is hereby established as Fund No. 309 entitled "Senior Citizens Center Construction Fund" for the design, construction and associated activities required to construct the improvements defined in the follow- ing sections. Section 2. Authorization is given to provide for the construc- tion of a senior citizens ' center at the northeast corner of Pacific Avenue and Lombard Street in the city of Everett. Section 3. Authorization is given to provide for the reloca- tion of affected utilities presently crossing the site includ- ing the replacement of the existing 8 inch concrete sewer line and undergrounding of the existing overhead power lines. Section 4. The total estimated cost of the improvements herein authorized is $1, 004 ,786 which includes all costs of the design, plans and specification preparation, construction and associated costs. Section 5. The city project coordinator of the city of Everett under the administration of the Mayor is hereby given the responsibility of providing for the design and construction of the improvements as defined herein. Section 6. The city treasurer of the city of Everett is hereby authorized to issue construction warrants as funds are required, but not to exceed $1, 004 , 786, to a local bank for interim construction financing at a reasonable rate of interest.
