ORDINANCE NO. L( S- -77 <br /> AN ORDINANCE creating a special construction fund <br /> entitled Central Business District (C.B.D.) Signalization <br /> and Street Lighting Phase II; authorizing the construction <br /> of ornamental street light and traffic signal improvements <br /> to the C.B.D. on Hewitt Avenue between Norton Avenue and <br /> Broadway, on Rucker between Hewitt Avenue and California <br /> Street, and on Colby between Wall Street and California <br /> Street abandoning the previous budget for Fund 301, Program <br /> 601 which were approved by Ordinance No. 376-75; and <br /> authorizing the appropriation of $445,000 for the con- <br /> struction of these street light and traffic signal improvements. <br /> WHEREAS, the Everett City Council did in December 1971 and July 1974, <br /> endorse the program for upgrading the street lighting and traffic signals <br /> in the Central Business District otherwise known as the C.B.D. Signalization <br /> and Lighting Program; and <br /> WHEREAS, the Everett City Council did in December 1975 approve and <br /> budget the project for upgrading traffic signals on Hewitt Avenue between <br /> Broadway and Rucker, on Colby between Wall and Everett, and street lighting <br /> on Hewitt Avenue between Norton and Broadway, all within Ordinance No. 376-75; <br /> and <br /> WHEREAS, the Washington State Highway Department and Federal Highway <br /> Administration have determined that improvements to the street lighting on <br /> Hewitt Avenue between Norton Avenue and Broadway does not qualify for use <br /> of Federal Aid Urban System funds; and <br /> WHEREAS, the existing street lighting system on Rucker Avenue between <br /> Hewitt Avenue and California will as a result of these improvements be <br /> isolated in type of circuitry and lighting, and Snohomish County P.U.D. #1 <br /> has requested that we consider improving those isolated sections along with <br /> the adjacent streets; and <br /> NOW, THEREFORE, BE IT ORDAINED THAT: <br /> Section 1: <br /> A special construction fund is hereby established as Fund No. 311 <br /> entitled "C.B.D. Signalization and Street Lighting Phase II" for <br /> the construction and associated activities required to construct <br /> the improvements defined in the following section: <br /> Section 2: <br /> Authorization is given to provide for the construction of traffic <br /> signal systems at the intersections of Hewitt/Rucker, Hewitt/Hoyt, <br /> Hewitt/Colby, Hewitt/Wetmore, Hewitt/Rockefeller, Hewitt/Oakes, <br /> Hewitt/Lombard, Hewitt/Broadway, Colby/Wall, and Colby/California, <br /> and street lighting on Hewitt Avenue between Norton Avenue and <br /> Broadway, and Rucker Avenue between Hewitt Avenue and California <br /> Street. <br />
