Lobbying.The chief executive officer of this recipient agency (Sponsor) shall ensure that no grant <br /> funds awarded under this Agreement are used to engage in lobbying of the Federal Government or in <br /> litigation against the United States, unless authorized under existing law.The recipient(Sponsor) shall <br /> abide by its respective Cost Principles(OMB Circulars A-21,A-87, and A-122),which generally <br /> prohibits the use of federal grant funds for litigation against the United States, or for lobbying or other <br /> political activities. <br /> The Sponsor agrees to comply with 40 C.F.R. Part 34, New Restrictions on Lobbying. Part 30. <br /> Pursuant to Section 18 of the Lobbying Disclosure Act, Sponsor affirms that it is not a non-profit <br /> organization described in Section 501(c)(4)of the Internal Revenue Code of 1986; or that it is a <br /> non-profit organization described in Section 501(c)(4)of the code but does not and will not engage in <br /> lobbying activities as defined in Section 3 of the Lobbying Disclosure Act. <br /> H. Reimbursement Limitation.If the Sponsor expends more than the amount of RCO funding in this <br /> Agreement in anticipation of receiving additional funds from the RCO,it does so at its own risk. RCO <br /> is not legally obligated to reimburse the Sponsor for costs incurred in excess of the RCO approved <br /> budget. <br /> I. Disadvantaged Business Enterprise Requirements.The Sponsor agrees to comply with the <br /> requirements of EPA's Utilization of Small, Minority and Women's Business Enterprises in <br /> procurements made under this award. <br /> J.
