G. Interpretation <br /> Because the Parties and their counsel negotiated this Agreement and exchanged drafts,no <br /> one party was responsible for drafting the Agreement. Therefore, the Parties agree that the <br /> Agreement should not be construed for or against either party. <br /> H. Police Power Not Restricted <br /> This Agreement shall not be deemed to restrict the City's police powers. <br /> I. No Third Party Rights <br /> This Agreement does not create any enforceable rights in any third parties, or any causes of <br /> action by third parties against the Parties. <br /> J. No Partnership <br /> This Agreement does not create any partnership or joint venture between the Parties, nor <br /> does it create any agency relationship between them. <br /> K. Choice of Law and Forum <br /> This Agreement shall be construed under the laws of the State of Washington.
