KLB Construction, Inc. submitted the lowest bid in the amount of$1,379,227.25. The highest bid submitted came in at$2,006,495. The Engineer's Opinion of Probable Construction Cost is $1,599,246. A formal bid protest has been submitted to the City. Staff is reviewing the protest and will make a recommendation regarding the protest to Council on or before the award date. The West Marine View Drive Utilities project will extend a storm sewer main, combined sewer main, and combined sewer force main from the base of the Grand Avenue Park Bridge connection points to existing infrastructure to the north at 14th Street.Also included is the associated restoration of existing pavement and other facilities. The project is necessary to connect utility piping being constructed on the bridge into the City's existing infrastructure and has previously been called Grand Avenue Park Bridge Phase 2. There are no supplemental bidder requirements associated with this project. RECOMMENDATION(Exact action requested of Council): Award the construction contract for the West Marine Vielw Drive Utilities project to KLB Construction,Inc. in the amount of$1,379,227.25,which includes Washington State Sales Tax.
