Staff recommends that a <br /> new four-year ordinance be adopted by City Council to be effective January 1,2019.The proposed ordinance aligns <br /> the City's system development fee program with industry/best management practices. <br /> The proposed ordinance will streamline the permitting process,improve staff efficiency and remove outdated • <br /> requirements that have the effect of increasing business development cost. These outcomes will be achieved because <br /> the proposed ordinance changes the current water and sewer commercial fees'methodology from basing fees on the <br /> type of commercial use(e.g.restaurant,hair salon)to a fee structure based on water service size.This approach <br /> reflects the actual cost of service and establishes a connection between fees paid and services rendered. <br /> System Development Fees for Stormwater would also constitute a separate fee based on impervious surface area. <br /> Currently,the stormwater fee is part of the sewer development fee. <br /> The proposed ordinance would increase System Development Fees 0.74 percent in 2019 and 2.9 percent per year in <br /> 2020,2021 and 2022. <br /> RECOMMENDATION(Exact action requested of Council): <br /> Adopt an Ordinance establishing special system development fees for connection to the City of Everett water and <br /> sewer systems and stormwater system impacts,amending Ordinance 3095-08 <br /> 3 <br />
