beyond the reasonable control of the permittee or when such cessation is in <br /> accordance with the provisions of the permit. <br /> Section VI. Plan of Operation and Operational Requirements <br /> All operational and maintenance activities conducted at the facility shall be in <br /> conformance with the permit application. The permittee is subject to additional <br /> operational and maintenance conditions as follows: <br /> 1. Waste Acceptance <br /> a. The permittee is authorized to accept for disposal, municipal solid waste <br /> and non-municipal solid waste, including industrial, inert and demolition, <br /> wood waste, other types on non-hazardous solid waste and solid wastes <br /> that have been excluded, exempted or otherwise removed from regulation <br /> under Chapter 173-303 WAC, the Dangerous Waste Regulation or <br /> otherwise excluded by state law provided that such non-municipal wastes <br /> are co-disposed with municipal solid waste stream in a unit authorized in <br /> Table 1 or this permit, and such disposal is not elsewhere prohibited by <br /> law. <br /> b. Klickitat County Health Department requires written notification within <br /> three (3) days of approving special wastes (as defined in WAC 173-303- <br /> 040)for disposal. <br /> 2. Daily cover. The permittee shall apply daily cover according to the permit <br /> application. <br /> 3. Disease vectors. The permittee shall prevent or control disease vectors according <br /> to the permit application. <br /> 4. Explosive gas control. The permittee must control explosive gasses to ensure that <br /> concentrations of methane do not exceed standards set forth in chapter 173-351 <br /> WAC. <br /> 5. Air Criteria. The permittee must comply with all applicable Federal and <br /> Washington state air quality requirements. <br /> a. Section 5.1.14, disposal of asbestos, in the Operation Plan is modified <br /> as follows: <br /> 1. Improperly contained asbestos must be reported to the Department of <br /> Ecology within twenty-four(24)hours. <br /> 2. Improperly contained asbestos shall be isolated and remediated in <br /> accordance with 40 CFR 61.154. <br /> b. Location of asbestos disposal shall be reviewed prior to disturbance of <br /> solid waste in the landfill,to prevent release of asbestos fibers. <br />
