FptiCrn, f T <br /> 11 1-07.11 Requirements for Nondiscrimination <br /> 12 (July 18, 2016 APWA GSP, Option C) <br /> 13 <br /> 14 Supplement this section with the following: <br /> 15 <br /> 16 Voluntary Minority, Small, Veteran and Women's Business Enterprise (MSVWBE) <br /> 17 Participation <br /> 18 <br /> 19 General Statement <br /> 20 Voluntary goals for minority, small, veteran and women business enterprises are <br /> 21 included in this Contract. The Contractor is encouraged to utilize MSVWBEs in <br /> 22 accordance with these Specifications, RCW 39.19 and Executive Order 13-01 <br /> 23 (issued by the Governor of Washington on May 10, 2013). <br /> 24 <br /> 25 No preference will be included in the evaluation of the Contractor's Proposal or Bid; <br /> 26 no minimum level of MSVWBE participation is required as a condition of award or <br /> 27 completion of the Contract; and a Proposal or Bid will not be rejected or considered <br /> 28 non-responsive on that basis. <br /> 29 <br /> 30 The goals are voluntary and outreach efforts to provide MSVWBEs maximum <br /> 31 practicable opportunities are encouraged. <br /> 32 <br /> 111 <br /> 33 Non-Discrimination <br /> 34 Contractors shall not create barriers to open and fair opportunities for all businesses, <br /> 35 including MSVWBEs, to participate in the Work on this Contract. This includes the <br /> 36 opportunity to compete for subcontracts as sources of supplies, equipment, <br /> 37 construction or services. <br /> 38 <br /> 39 The Contractor shall make Voluntary MSVWBE Participation a part of all <br /> 40 subcontracts and agreements entered into as a result of this Contract. <br /> 41 <br /> 42 Voluntary MSVWBE Participation Goals <br /> 43 Goals for voluntary MSVWBE participation have been established as a percentage <br /> 44 of Contractor's total Bid amount. <br /> 45 <br /> 46 The Contracting Agency has established the following voluntary goals: <br /> 47 <br /> 48 Minority 10% <br /> 49 Small 5% <br /> 50 Veteran 5% <br /> 51 Women 6% 1 <br /> N.
