The new ordinance will: <br /> • eliminate the sunset provision of the current ordinance (set to expire at the end of 2018); <br /> • expand the urban center and designated target areas to include all of Metro Everett, additional areas <br /> within the waterfront, a new expansion along the Snohomish River(aka"Riverfront"), and some <br /> minor adjustment to align boundaries in the Evergreen Way Mixed-Use Overlay; <br /> • amend affordable housing provisions for the 12-year exemption program to increase the low-income <br /> target in Evergreen Way and North Broadway from 50% area median income (AMI)to 60%AMI for <br /> 10%of the units, and to add this requirement to Metro Everett; <br /> • amend design standards to only require what is set forth in the city's adopted development codes; <br /> • amend project size requirements in Evergreen Way,North Broadway and Waterfront to only require <br /> 8 new units, consistent with state law; and <br /> • amend administrative procedures to change appeals of planning director decisions from going to city <br /> council to hearing examiner, and to authorize the planning director to execute tax exemption <br /> contracts. <br /> RECOMMENDATION(Exact action requested of Council): <br /> Adopt an Ordinance repealing existing ordinances establishing an exemption from real property taxation for <br /> the development of multifamily housing in urban cent!9 and establishing new provisions, and amending the <br /> fee schedule for the review of multifamily exemption applications. <br />
