CONCLUSIONS <br />The App;;cant requested approval o( a Special Property Use Permit for <br />ti�e construction of a 120 foot steel monupole triangular platform top that <br />will support three banks of cellular phone system antennas that are <br />connected to a 12 x 20 foot equipment shelter at the base. The <br />Applicant also req��zsted approval of a variance to ei;ow the monopole to <br />exceed the R-3 zon� height limits and a variance frorr; the minimum <br />building setbacks. The proposal is projected to be developed at 2520 <br />Madison Street, Everett, Washington. (Finding iJ <br />2. The General Evaluation Criteria for Special Property Use Permits are set <br />forth in EMC 19.41.150.C. In acJd'lion, the �ropos�d monopole, an <br />above ground utility, is subject to !he Specific Fvaluation Criteria of EMC <br />19.41.150.D.1.a. With conditio.^.s, �3s imposed tierein, the proposal is <br />consistent with these criteria. (F`.;dings 6-26J <br />3. The Applicant has demonstrated a need for the proposed monopole. <br />(Findings 8-10) The develupment of the monopole will not have an <br />impact on streets, utilities or public services and will not impact traffic <br />generated from the proposed use. (Findings 11 & 12) Adequate parking <br />is available on-site. (Finding 13j <br />The pmposed monopole is compatible with the structures and <br />improvements in the general area. With landscaping, buffering and <br />sensitivity to other developments, the monopole will not create significant <br />impacts to this property or to other properiies. (Findings 14-17) <br />5. The �eneration o; ��uisance irritants will not occur. (Findinr� 23) <br />The proposal is consistent with the goals and policies of the Everett <br />Comprehensive Plan and the Everatt Zoning �ode. It `s consistent with <br />all city, state and federal regulations. (Findings 24-26) <br />In order for the monopole to be erected, the Applicant must obtain a <br />variance from fhe R-3 height standard of 35 feet. In order to do so, ttie <br />request musf be consistent with the criteria of EMC 19.41.130.C. <br />(Finding 27) <br />8. The height variance is needed because of the extraordinary <br />circumstances involving the proposed use; namely the need tos height to <br />receive and transmit signals.
