The generation of nuisan�e irritants such as noise, smoke, dust, odor, glare, visual blight or <br />other unde;;irable impacts. <br />Findinq: Tne proposed facility is unmanned and does not emit any known health hazards, toxic <br />chemicals, risk of fire and explosion, or hazardous materials. The noise generated from the equipment <br />cabinets will be within the range acceptable under city, state, and county regulations. <br />Conclusion: The equipment cluster has the potential to generate some noise. The equipment cabinet <br />must be acoustically shielded so as to minimize noise impacts on the adjacent properties. <br />9. Consistency with the goals and policies of the Everett Generel Plan for the area and land use <br />designation in which the property is located. <br />Findin : The site is designated 1.6 Multiple Family 20-29 Dwellings Per Gross Acre on �he City of <br />EveretYs Comprehensive Plan map. <br />Conciusion: The use is consistent with the General Plan. <br />10. ComNiiance with the provisions of this Ordinance and other City, State and Federal regulaticns. <br />Findinq: All necess�ry building and associated permits must be o'�tained for the proposal prior to <br />construction. <br />Conciusion: The proposal will comply with the provisions of the City's Zoning Code and the applicant <br />must obtain any required State and/or Federai permits. <br />11. Accessibility to public transit, and traffic reduction measures proposed by the applicant to <br />reduce depencience of the proposed use on the automobile. <br />Findin : The facility is unmanned. <br />Conclusion: Criterion is not applicable. <br />SPU SPECIFIC EVALUATION CRITERIA: <br />Subsection 41.150.G.1.c. of the Zoning Code - Special Property Use Permits - conlains specific evaluation <br />Criteria for Above �round Utility and Communication Faciiities. Many of these criteria are intended to address <br />new or expanded utility structures (i.e., monopoles) and do not apply to this application. <br />DECISION: The proposal is approved as submitted subject to compliance with all city, state and federal <br />regulations. The following conditions shall apply: <br />1. Landscaping shall be installed on site io comply with the approved landscape plan on 51e with the City <br />dated March 2, 1999. A copy of the approved plan has been included for your convenience. <br />2. All equipment cabinets must be visually screened and acousticaliy shielded. <br />3. A building permit is required for the antenna installation. <br />4. This land use permit shall terminate if the applicant does not apply for a building permit within 18 <br />months (or, with an extension, 24 months), except where a time limit on the land use permit is <br />otherwise established under federal or stat2 law, city ordinance, or an executed development <br />agreement. <br />� <br />
